In addition, there are two properties adjacent 1111 <br /> to this property which would qualify for purchase under the Housing Replacement Program based on the <br /> condition of the properties: 8271 Long Lake Road and 2510 Ardan Avenue. If the three properties were <br /> purchased, they could be cleared and redeveloped together. The location of the properties is shown on the <br /> attached maps, marked by diagonal lines. The total area in these three lots is 107,280 square feet. The <br /> properties are zoned R-1; the minimum lot size for single family homes is 11,000 for interior lots, and 12,500 <br /> for corner lots. The minimum lot width is 75 feet for interior lots and 100 feet for corner lots. (As a side <br /> note, the property south of 2510 Ardan Avenue, and east of 8271 Long Lake Road is assessed as having a <br /> value of$400.00. This property is marked by vertical striping on the attached maps. A portion of this <br /> property is in wetland, but it would add another 29,800 square feet to the redevelopment area at a very <br /> inexpensive price.) Redevelopment could result in three 75 foot wide x 450 foot deep lots facing Long Lake <br /> Road, or three 100 foot wide x 230 foot deep lots facing Ardan Avenue, or other combinations. <br /> The property selection criteria for the Housing Replacement Program state that a property must be owner- <br /> occupied or vacant before it is offered to the City for purchase. Tenant occupied properties will not be <br /> considered for purchase. It is stars understanding that this criterion was established to avoid relocation costs. <br /> The property at 8271 Long Lake Road is vacant at this time. We believe that the property at 2510 Ardan <br /> Avenue is tenant-occupied, but have not approached the property owner. This house is one of the more <br /> problematic in Mounds View, and is the only property on a septic system as opposed to public sewer. <br /> • <br /> Staff is recommending that the City Council direct staff to: <br /> • Proceed with negotiating the purchase of 8283 Long Lake Road. <br /> • Approach the property owner of 8271 Long Lake Road as to their interest in selling and to obtain an <br /> appraisal of the property. <br /> • Approach the property owner of 2510 Ardan Avenue to determine if it is vacant or tenant-occupied. <br /> Would the City Council want to reconsider the restrictin against tenant-occupied properties in this <br /> case? <br /> Ramsey County is expecting to make improvements to the compost site this summer.
