January 2, 1996 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> • <br /> Re: January 6, 1997 City Council Work Session <br /> Congratulations and again welcome as the 1997-8 Mounds View City Council. For the first meeting <br /> on Monday, January 6, 1997, we will begin by calling to order and swearing in the newly elected <br /> Mayor and Council members. Since this significant yet ceremonial, I have asked the cable TV people <br /> to be prepared to broadcast this. The Council may briefly want to discuss whether or not to remain <br /> on TV upon the conclusion of this. You will note in my longer memo regarding the Bel Rae that due <br /> to the time constrictions facing that project, the Council may want to remain on in order to get as <br /> much information out to the public as possible. If the Council does not want to remain on broadcast, <br /> we will simply shut it off. <br /> Normally I follow different staff report format, but here I would like to address the agenda in a single <br /> memo. Since past work sessions have been more casual than regular meetings, I feel comfortable in <br /> approaching Monday's issues in this manner. Being a work shop meeting, issues are generally <br /> discussed, but actions to be taken are deferred to the next regular meeting. <br /> 1. Annual Administrative Issues: The first items are simple City business matters which can be <br /> discussed and changed in preparation for the January 13 meeting. <br /> 2. Discussion Regarding Council Workshop on January 25, 1997: Council members should have <br /> received a packet regarding Don Salverda's work this past week (check your office box) with the <br /> acknowledgment of a second workshop on March 22 with department heads. <br /> 3. Annual Economic Development Issues: The Council is also the EDA and will need to consider <br /> its appointments there as well. <br /> 4. Bel Rae Status: My memo in your packet addresses the status of the Bel Rae. We will have our <br /> architect and representatives of the Children's Home Society present. Bob Long will also be present <br /> to assist in any discussion on a CHS lease (which should be available for Council on Friday, January <br /> 3). This will be your predominant issue for the evening. <br /> 5. Everest Status: The work to date on this project is too detailed for me to summarize in a memo <br /> at this time. However, we should discuss the status of negotiations with them Monday, as we have <br /> been struggling with them since last spring. I have copied the last six week's worth of <br /> correspondence with them and included a map of the site they want developed, note building N. This <br /> has been very difficult, but the choice is relatively simple. They want a TIF deal where the City gives <br /> them$1.2 million over a three year period, and City collects and retains all the new increment from <br /> their building over the next 15 years, an amount likely to be more than the $1.2 million. Another <br /> option is to set up a"pay as you go"TIF deal where over the next 15 years they receive 90% of their <br /> property taxes on the new building back and the City gives nothing up front.
