Erickson, Public Works Director/City Engineer <br />Item Title/Subject: Resolution 8606, Approve Contract with American Engineering <br />Testing, Inc. to Provide Asbestos and Regulated Waste Inspection <br />at the Public Works Facility <br /> <br />Background: <br />As part of the process for constructing a new Public Works Facility and demolishing the existing <br />facility there is a need to identify any hazardous materials (i.e. asbestos) or regulated waste that <br />are currently in the building. It is important to identify and quantify these materials prior to any <br />demolition work starting to prevent any delays in demolition. Additionally, it may be possible to <br />have some of these items removed ahead of the demolition by a separate contractor potentially <br />saving cost. <br /> <br />Discussion: <br />The anticipated demolition of the existing Public Works Facility as part of the construction of the <br />new building will require a survey of materials. If asbestos, lead or other regulated materials are <br />present special disposal requirements will be required. By reviewing the building at this time, a <br />disposal plan can be developed in a timely manner. <br /> <br />The proposal from American Engineering Testing, Inc. (AET) has an estimated fee of $3,399.00. <br />With this proposal the consultant would review the building for asbestos containing material as <br />well as identify regulated wastes as referenced in the Minnesota Pollution Control Agency’s <br />Pre-Demolition Environmental Checklist and Guide. This would provide up to 60 samples for <br />asbestos analysis. The funding for this would come from the Special Projects Fund (480-4180- <br />7050) and be considered part of the Public Works Facility Design. <br /> <br />Staff has worked with Mr. Lewis (AET) previously and has found his work to be very thorough <br />and his reports have been useful for planning future work. In addition, Mr. Lewis is willing to <br />discuss his work and provide recommendations well after the completion of previous studies. <br /> <br />Recommendation: <br />Staff recommends that the attached resolution be approved and American Engineering Testing, <br />Inc. be contracted to perform the services as required. <br /> <br />Respectfully submitted, <br /> <br /> <br />Brian L.
