COUNCIL BUSINESS 1 <br /> 2 <br />B. 7:00 p.m., Public Hearing, Resolution 8591, a Resolution to Consider a 3 <br />Residential Kennel License for Meridith Grosse Located at 7985 Fairchild 4 <br />Avenue. 5 <br /> 6 <br />Assistant City Administrator Crane requested the Council consider a residential kennel license 7 <br />for the property at 7985 Fairchild Avenue for Meridith Grosse. She explained Ms. Grosse has 8 <br />three dogs that are call current on their rabies shots. In accordance with City Code, the Council 9 <br />is required to hold a public hearing in order to take action on this item. It was noted Ms. Grosse 10 <br />has received one complaint, two emails and two calls in opposition of this request due to the fact 11 <br />the dogs have a barking issue. She indicated Ms. Grosse has addressed the barking concern. She 12 <br />reported Ms. Grosse was in attendance to address this concern. 13 <br /> 14 <br />Mayor Flaherty opened the public hearing at 7:15 p.m. 15 <br /> 16 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:15 p.m. 17 <br /> 18 <br />Mayor Flaherty asked if Ms. Grosse believed her dogs had a barking problem. Meridith Grosse, 19 <br />7985 Fairchild Avenue, explained one of her dogs did have a barking problem, but this has been 20 <br />addressed through a permanent bark collar. 21 <br /> 22 <br />Mayor Flaherty questioned how long Ms. Grosse had lived in Mounds View. Ms. Grosse 23 <br />indicated she has lived in Mounds View for the past 12 years. 24 <br /> 25 <br />Mayor Flaherty inquired how long Ms. Grosse has had three dogs. Ms. Grosse stated she has had 26 <br />three dogs since September of 2015 and was made aware of the kennel license requirement after 27 <br />meeting with the Community Service Officer. 28 <br /> 29 <br />Mayor Flaherty encouraged Ms. Grosse to speak with her neighbors in order to see if there were 30 <br />any further concerns with barking dogs. He was not comfortable with requiring Ms. Grosse to 31 <br />get rid of one of her dogs at this time and believed that Ms. Grosse had addressed the barking 32 <br />concerns. 33 <br /> 34 <br />Council Member Mueller understood that one of the complaints stated one of Ms. Grosse’s dogs 35 <br />got out of the yard and was barking at a neighbor. Ms. Grosse confirmed that her yard was 36 <br />fenced and her dogs had not gotten out of the yard. She stated there were numerous dogs in her 37 <br />neighborhood and perhaps the complaint should have been filed against a different person. 38 <br /> 39 <br />Council Member Mueller commented that another one of the complaints reported the dogs were 40 <br />outside from 6:00 a.m. to 8:00 a.m. every day. Ms. Grosse stated this was not the case because 41 <br />she was at work during this time. She indicated the dogs were let out in the morning but were 42 <br />promptly put back into the house. 43 <br /> 44 <br />Council Member Mueller was pleased that Ms. Grosse has found a solution to the barking 45 <br />concerns. 46
