Mounds View City Council June 13, 2016 <br />Regular Meeting Page 13 <br /> <br />Council Member Hull questioned how much funds the EDA should levy. City Administrator 1 <br />Ericson believed this would depend on the EDA’s goals for the future. 2 <br /> 3 <br />Council Member Hull was in favor of the Council discussing this further at the July worksession 4 <br />meeting. 5 <br /> 6 <br />Council Member Mueller stated a number of communities use TIF funding for community 7 <br />development. However, Mounds View used its TIF funding to redevelop its streets. She did not 8 <br />want to see Mounds View stop pursuing new development opportunities. She believed the 9 <br />Mounds View residents would support economic development in the community in order for the 10 <br />City to remain vibrant. 11 <br /> 12 <br />Council Member Meehlhause agreed the City should move forward with this matter. He asked if 13 <br />the EDA would have a levy cap. City Administrator Ericson reported there would be a cap based 14 <br />on the culmination of the City’s entire levy. 15 <br /> 16 <br />Council Member Meehlhause understood TIF funds could be used to purchase property and to 17 <br />support housing programs. He questioned if EDA funds could be used in this same manner. City 18 <br />Administrator Ericson explained that EDA funds could be used for any TIF eligible expense as 19 <br />outlined in MN Statues Chapter 469, such as purchasing property, supporting housing programs, 20 <br />business incentives, façade enhancements within the business community, branding or marketing 21 <br />efforts for the City of Mounds View, to name a few. 22 <br /> 23 <br />There was consensus among the Council to move forward with pursuing an EDA levy. City 24 <br />Administrator Ericson indicated he would move forward in conjunction with Business 25 <br />Development Coordinator Beeman to work on economic development goals for the City. 26 <br /> 27 <br />C.
