Mounds View City Council June 27, 2016 <br />Regular Meeting Page 2 <br /> <br />6. SPECIAL ORDER OF BUSINESS 1 <br /> A. Annual Stormwater Public Information Meeting. 2 <br /> 3 <br />Public Works Director Erickson explained the City was required to hold an annual public 4 <br />stormwater meeting for its MS4 permit. He stated this meeting was also required by the National 5 <br />Pollution Discharge Elimination System and the Clean Water Act. He indicated the goal of the 6 <br />meeting was to inform the public on the City’s stormwater pollution prevention plan. He 7 <br />reviewed the stormwater achievements over the past year in detail, along with the six minimum 8 <br />control measures. The goals for the coming year were then discussed and staff asked for question 9 <br />or comments. 10 <br /> 11 <br />Council Member Mueller asked if the final report would be completed by the end of the week. 12 <br />Public Works Director Erickson explained this would be done and a copy of the report would be 13 <br />forwarded to the City Council. He indicated the report would also be posted on the City’s 14 <br />website. 15 <br /> 16 <br />Council Member Mueller questioned if the County and Met Council had their own inspectors for 17 <br />their projects. Public Works Director Erickson reported this was the case. 18 <br /> 19 <br />Mayor Flaherty questioned why surface water management was so important. Public Works 20 <br />Director Erickson described the importance of surface water management noting the City was 21 <br />working to protect its local waterways and ground water systems. 22 <br /> 23 <br />7. COUNCIL BUSINESS 24 <br />A. 7:00 p.m. Public Hearing: Second Hearing and Adoption of Ordinance 920, 25 <br />an Ordinance Renaming Highway Avenue in the City of Mounds View to 26 <br />“County Road H” (ROLL CALL VOTE) 27 <br /> 28 <br />City Administrator Ericson stated this item was first considered by the Council at their June 13th 29 <br />meeting. He explained the renaming originated with the jurisdictional transfer of Highway 30 <br />Avenue from MnDOT to the County in 2014. The City supported the transfer but at this time, 31 <br />the City would like to rename this portion of the roadway to County Road H. He noted only 32 <br />three properties would be impacted by the proposed name change. 33 <br /> 34 <br />Mayor Flaherty opened the public hearing at 7:30 p.m. 35 <br /> 36 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:30 p.m. 37 <br /> 38 <br />Council Member Meehlhause asked if the reference to County Road 10 within the Ordinance 39 <br />should be changed to Mounds View Boulevard. City Administrator Ericson recommended the 40 <br />language remain as is. 41 <br /> 42 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Second Reading and Adopt 43 <br />Ordinance 920, an Ordinance Renaming Highway Avenue in the City of Mounds View to 44 <br />“County Road H”. 45
