<br />Item No: 7F <br />Meeting Date: August 8, 2016 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Planner <br />Item Title/Subject: Introduction, and First Reading of Ordinance 927, an <br />Ordinance amending Title 1100 of the Mounds View City <br />Code, Chapters 1102, 1103, and 1106 relating to Accessory <br />Dwelling Units. <br /> <br />Introduction: <br />Accessory Dwelling Units (ADU) are similar to an apartment on the same lot as a <br />single-family home. ADU’s are an option to allow homeowners to age in place by <br />providing an independent dwelling for a caretaker, relative, or other renter to live. Staff <br />has occasionally received inquiries if they are permitted in the R-1 Zoning District (they <br />are not). The R-1 District is limited to one dwelling per lot. <br /> <br />This topic was discussed by the City Council on May 9th and August 1st, 2016, and by <br />the Planning Commission on June 1st, July 6th, and July 20th, 2016. During the <br />Council’s August 1st Workshop, the Council’s consensus was to allow ADU’s as a <br />permitted use if located internal to the home, and allow as a conditional use (CUP) if <br />locate in an addition attached to the home. The Council considered ADU’s as a <br />detached accessory building, and preferred to not allow them. <br /> <br /> <br />(Proposed: Permitted Use) (Proposed: Conditional Use) (Proposed: PROHIBTED) <br /> <br />Discussion: <br />Accessory Dwelling Units are a topic which many cities have considered in recent <br />years. It’s important to note that cities permit ADU’s differently; <br /> <br />• Andover allows ADU’s only on lots zoned for 2.5+ acres. <br />• Plymouth allows ADU’s only if the home was originally constructed with an ADU. <br />• St. Paul allows ADU’s only within carriage houses, but is considering allowing <br />them along the west University Ave. LRT corridor.
