Mounds View City Council July 25, 2016 <br />Regular Meeting Page 3 <br /> <br /> 1 <br />Council Member Mueller inquired if the City would be responsible for prepping a 10’ x 10’ x 3’ 2 <br />area. Public Works Supervisor Peterson stated staff would be removing pavement within the 3 <br />parking lot for the testing area. 4 <br /> 5 <br />Mayor Flaherty questioned if the contract was between Ortel and WSB. Public Works 6 <br />Supervisor Peterson commented it was his understanding the contract would be between the City 7 <br />and WSB & Associates. 8 <br /> 9 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8607, 10 <br />Approve Contract with WSB & Associates, Inc. to Provide Geotechnical Services Related to the 11 <br />Public Works Facility. 12 <br /> 13 <br /> Ayes – 5 Nays – 0 Motion carried. 14 <br /> 15 <br />C. First Reading and Introduction of Ordinance 922, an Ordinance Amending 16 <br />Chapter 105 of the City Code to Increase Mayor and Council Member 17 <br />Annual Compensation. 18 <br /> 19 <br />City Administrator Ericson stated this item has been discussed several times by the City Council, 20 <br />along with the fact that the Council has not received a raise in the past 13 years. He reported an 21 <br />Ordinance amendment was needed in order to increase the Mayor and Council Member 22 <br />compensation. He described how the Council had reviewed the salaries of neighboring 23 <br />communities and noted there was a pay gap. Staff supported the proposed pay increase given the 24 <br />increasing duties of the Council Members and Mayor. It was noted the Ordinance would become 25 <br />effective January 1, 2017. 26 <br /> 27 <br />Mayor Flaherty asked if a public hearing would be held during the Second Reading of the 28 <br />Ordinance. City Administrator Ericson indicated a public hearing was not required, but public 29 <br />comment could be taken at this time or at the second reading, if the Council desired. 30 <br /> 31 <br />Council Member Mueller questioned how many Social Security increases have been approved in 32 <br />the past 13 years. City Administrator Ericson was uncertain of this information, but anticipated 33 <br />there had been a few increases. 34 <br /> 35 <br />MOTION/SECOND: Gunn/Mueller. To Waive the First Reading and Introduce Ordinance 922, 36 <br />an Ordinance Amending Chapter 105 of the City Code to Increase Mayor and Council Member 37 <br />Annual Compensation. 38 <br /> 39 <br /> Ayes – 4 Nays – 1 (Hull) Motion carried. 40 <br /> 41 <br />8. CONSENT AGENDA 42 <br />A. Resolution 8612, Authorizing the Purchase of Security Cameras for City Hall 43 <br />and the Community Center. 44 <br /> 45
