Microbrewery Staff Report <br />August 22, 2016 <br />Page 3 <br /> <br />Comparison to other Cities <br />In general, there are two ways to interpret Taprooms and Cocktail Rooms—either as an <br />Accessory Use to the manufacturing of alcohol or as a restaurant if a Brewpub; or they are <br />regulated separately as individual uses. <br /> <br />Many cities queried interpret Taprooms as an accessory use, and are not specifically <br />regulated in the Zoning Ordinance. Manufacturing is often limited to industrial zones, and <br />thus may not be allowed in commercial districts. <br /> <br />It is Staff’s opinion that without a Taproom, it’s unlikely a Microbrewery would exist, thus it <br />would be more appropriate in Mounds View to regulate them as a primary use. Further, <br />Mounds View has more available properties within our Business districts, versus the <br />Industrial District. <br /> <br />Some examples of how other cities define and regulate such uses: <br /> <br />Anoka Breweries (Micro, Regional, or National): Permitted Use in Light <br />Industrial and General Industrial districts. <br />Brewpubs: Permitted Use in Highway Business, Shopping Center <br />Business, General Business, North and South Regional Business <br />districts; Neighborhood Commercial Business; East Main Street <br />Sub-District; TOD-Employment District; and South Ferry Riverfront <br />Mixed Use District. <br />Microbrewery with Taproom: Permitted Use in General Business; <br />and East Main Street Sub-District. Minimum of 25% of floor area <br />for Taproom. Must be open minimum of 2 days or 8 hours per <br />week. <br />Microdistillery with Tasting/Cocktail Room: Permitted Use in <br />General Business; East Main Street Sub-District. Minimum of 25% <br />of floor area for Tasting/Cocktail Room. Must be open minimum of <br />2 days or 8 hours per week. <br />Taprooms: Permitted as an Accessory Use in Light Industrial <br />District. <br /> <br />Fridley Microbreweries, Taprooms, etc. are not addressed in the Zoning <br />Ordinance. They would be interpreted as an Accessory Use, <br />allowed in Business and Industrial districts. <br /> <br />Maple Grove Microbreweries, Taprooms, etc. are not addressed in the Zoning <br />Ordinance. They would be interpreted as an Accessory Use and <br />permitted in Industrial districts. <br /> <br />New Brighton Brewpub interpreted as an accessory use of a restaurant. A <br />Taproom/Cocktail Room would be interpreted as manufacturing, <br />and permitted in Industrial districts.
