<br />Item No: 7E <br />Meeting Date: September 12, 2016 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8627, Approving the Hire of Margaret Hicks to <br />the Position of Police Records/Evidence Technician <br /> <br />Revised as of 09-12-2016 at 1:30 p.m. <br /> <br /> <br />Introduction: <br /> <br />The Police Records/Evidence Technician position will become vacant due to the retirement <br />of Kathy Bednar on September 30, 2016. On May 31, 2016, the Police Civil Service <br />Commission met to discuss and review the position, and hiring process necessary to fill the <br />upcoming vacancy. The Commission approved the hiring process to replace the position. <br />Due to the technical nature of the position and valuable knowledge held by Kathy Bednar <br />after her many years of employment, it is strongly recommended that the replacement <br />candidate have the opportunity to spend training time alongside Ms. Bednar before her <br />retirement. <br /> <br />On July 11, 2016, City Council approved a revised job description and authorized Staff to <br />proceed with advertising for the position. <br /> <br /> <br />Discussion: <br /> <br />As stated above, the Police Civil Service Commission approved the hiring process and <br />revised the job description for this position on May 31, 2016. The Commission will be <br />reviewing and certifying the list of candidates on Friday, September 9, 2016. The <br />commission will be considering the following three top candidates to be placed on the <br />certify list: <br /> <br />1. Margaret Hicks <br />2. Theresa Keehn <br />3. McKenzie Silitz <br /> <br />The top candidate has successfully completed a review of their past training and <br />experience, an oral interview and a complete background investigation. The Police Chief <br />has met with this candidate and recommends Margaret Hicks to be appointed to the <br />position pending list certification and recommendation from the Police Civil Service <br />Commission. <br /> <br /> <br /> <br />
