<br />Item No: 07C <br />Meeting Date: September 26, 2016 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8632, Approving Severance for Samantha <br />Drewry, Former Public Service Officer <br /> <br />Background <br /> <br />Effective August 30, 2016, Samantha Drewry resigned from her position as Public Service <br />Officer. Attached is Resolution 8632, which authorizes severance to Ms. Drewry in <br />accordance with Sections 3.45 and 3.47 of the Mounds View Personnel Manual. The Public <br />Service Officer position is a non-union, non-exempt classified position. <br /> <br />Discussion <br /> <br />In accordance with Section 3.45, of the Mounds View Personnel Manual: <br /> <br />Upon separation from the City, employees who have completed two or more <br />years of service and leave in good standing shall contribute 100% of their <br />eligible sick leave to their Retirement Health Savings Plan (RHSP). Except <br />as noted below, eligible sick leave is limited to 50% of an employee’s sick <br />balance, which is capped as follows: <br /> <br />Base cap = 960 hours. The base cap shall be increased by 20 <br />hours per year for each year employed beyond ten years. For <br />example, a 15-year employee’s cap would be 1060 and a <br />twenty-year employee’s cap would be 1160 hours. <br /> <br />Resolution 8632 provides a payout of Ms. Drewry’s accrued/unused sick time. In <br />accordance with Section 3.45 of Mounds View Personnel Manual, Ms. Drewry is authorized a <br />sick time payout totaling $7.11 to her Retirement Health Savings Plan (RHSP). This is <br />calculated as 0.74 accrued/unused sick hours times 50% times her hourly rate of $19.23. <br /> <br />Resolution 8632 provides a payout on Ms. Drewry’s vacation time (50% cash payout and <br />50% into RHSP). In accordance with Section 3.45 (c) of the Mounds View Personnel <br />Manual, Ms. Drewry is authorized a 50% vacation time cash payout totaling $5.96. This <br />calculated as 0.62 accrued/unused vacation hours times 50% times her hourly rate of <br />$19.23/hour. <br /> <br />Resolution 8632 provides a payout of the remaining balance of Ms. Drewry’s <br />accrued/unused vacation time. In accordance with Section 3.47 of the Mounds View <br />Personnel Manual, Ms. Drewry is authorized a vacation time payout totaling $5.96. This <br />calculated as 0.62 accrued/unused vacation hours times 50% times her hourly rate of <br />$19.23/hour. <br /> <br />
