<br />Item No: 7D <br />Meeting Date: September 26, 2016 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8633, Approving the Promotion of Officer <br />Benjamin Knitter to the Position of Sergeant <br /> <br />Discussion: <br /> <br />At the August 1, 2016, Work Session, it was the consensus of the City Council to budget <br />for a third Sergeant in the Police Department, and promote from within the department. <br />The following procedures were followed: <br /> <br />• The position was posted for internal candidates with five years experience with the <br />Mounds View Police Department. <br /> <br />• Three steps were followed for the process of assessing the candidates. The steps <br />were: <br /> <br />1. A review of the candidate’s resume and letter of interest. Conducted and <br />scored by the Police Chief and Deputy Police Chief. <br /> <br />2. Promotability index. A score based on an index of: past performance, <br />commitment to departmental management philosophy, integrity, dedication <br />and conscientiousness, writing skills, concern for fellow employees, <br />communication skills, and effectiveness in dealing with the public. <br /> <br />3. Oral Interview. Conducted by a panel of interviewers from outside the <br />department. The panel consisted of a Lieutenant from Brooklyn Park PD, <br />Sergeant from Blaine PD and a Sergeant from White Bear Lake PD. The <br />panel members scored the interview. <br /> <br />A meeting of the Police Civil Service Commission was held on May 31, 2016. Based upon <br />the scores of the applicants, the Commission certified the top three candidates for the <br />position. <br /> <br />The top scoring candidate on that list was Officer Benjamin Knitter. The Police Chief has <br />met with Officer Knitter and recommends he be promoted to the position of Police <br />Sergeant. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
