(doing <br />business as Big Top Liquor) to Merwin Liquors located at 2577 <br />Mounds View Boulevard <br /> <br />Background: <br /> <br />In accordance with Chapter 502 of the Mounds View City Code, a public hearing is required <br />for all liquor license transfers. Merwin Liquors has a purchase agreement with Applebaum, <br />LLC to purchase Big Top Liquors, located at 2577 Mounds View Boulevard. Applebaum, <br />LLC, is requesting to transfer their Off-Sale Intoxicating Liquor License to Merwin Liquors. It <br />is the intention of Merwin Liquors to purchase the property in October. Merwin Liquors <br />currently own stores in Brooklyn Park and Minneapolis. Representatives from Merwin Liquors <br />will be appearing at this City Council meeting to answer any questions. <br /> <br /> <br />Discussion: <br /> <br />Merwin Liquors have submitted all required city liquor license application materials and fees. <br />The following investigations and inspections have been conducted to determine whether there <br />is cause for the City to deny the application: <br /> <br />Police Inquiry and Investigations (Mounds View Police Department) <br />Staff submitted a background check application to the Minnesota Bureau of Criminal <br />Apprehension (BCA) on the owners, Thomas Cohen and Stuart Tapper. In addition, the City <br />has submitted a background check on Merwin Liquors, in accordance with the City Liquor <br />Code. Staff has received satisfactory criminal background checks on the owners. However, <br />Staff is waiting on reports from the cities of Minneapolis and Brooklyn Park on Merwin Liquors. <br />This license is contingent on satisfactory background checks. <br /> <br />City Billing (Mounds View Finance Department) <br />Big Top Liquor is up to date on payment of all utility bills. There are no outstanding property <br />taxes. <br /> <br />Fire Inspection (Mounds View Fire Marshal) <br />Before they open, they would be required to have a fire inspection. This license will be <br />contingent on a satisfactory fire inspection from the Fire Marshal. Last year Big Top Liquor <br />passed their fire inspection.
