<br />Item No: 08D <br />Meeting Date: October 10, 2016 <br />Type of Business: CA <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8641, Approving Severance for Mary Springer, <br />Receptionist/Recycling Coordinator <br /> <br />Background <br /> <br />Effective October 5, 2016, Mary Springer resigned from her position as <br />Receptionist/Recycling Coordinator. Attached is Resolution 8641, which authorizes <br />severance to Ms. Springer in accordance with Sections 3.45 and 3.47 of the Mounds <br />View Personnel Manual. This position is a non-union, non-exempt classified position. <br /> <br />Discussion <br /> <br />In accordance with Section 3.45, of the Mounds View Personnel Manual: <br /> <br />Upon separation from the City, employees who have completed two or <br />more years of service and leave in good standing shall contribute 100% of <br />their eligible sick leave to their Retirement Health Savings Plan (RHSP). <br />Except as noted below, eligible sick leave is limited to 50% of an <br />employee’s sick balance, which is capped as follows: <br /> <br />Base cap = 960 hours. The base cap shall be increased by <br />20 hours per year for each year employed beyond ten years. <br />For example, a 15-year employee’s cap would be 1060 and <br />a twenty-year employee’s cap would be 1160 hours. <br /> <br />Resolution 8641 provides a payout of Ms. Springer’s accrued/unused sick time. In <br />accordance with Section 3.45 of Mounds View Personnel Manual, Ms. Springer is <br />authorized a sick time payout totaling $1,156.87 to her Retirement Health Savings Plan <br />(RHSP). This is calculated as 99.26 accrued/unused sick hours times 50% times her <br />hourly rate of $23.31. <br /> <br />Resolution 8641 provides a payout on Ms. Springer’s vacation time into her RHSP. In <br />accordance with Section 3.45 (c) of the Mounds View Personnel Manual, Ms. Springer is <br />authorized a vacation time payout totaling $2,400.46 into her RHSP. This calculated as <br />102.98 accrued/unused vacation hours times her hourly rate of $23.31. <br /> <br />Resolution 8641 provides a payout of Ms. Springer’s compensatory time. In accordance <br />with Section 3.47 of the Mounds View Personnel Manual, Ms. Springer is authorized a <br />compensatory time cash payout totaling $775.05. This is calculated at 33.25 hours times <br />her hourly rate of $23.31. <br /> <br /> <br /> <br />
