Mounds View City Council September 26, 2016 <br />Regular Meeting Page 2 <br /> <br />Liquor License from Applebaum, LLC (Big Top Liquors) to Merwin Liquors for the property 1 <br />located at 2477 Mounds View Boulevard. She reported Merwin Liquors currently owns stores in 2 <br />Maplewood, Falcon Heights, Brooklyn Park and North Minneapolis. It was noted Merwin 3 <br />Liquors has submitted all necessary fees and paperwork to the City. There was no outstanding 4 <br />utility or property tax fees on the property. Staff reviewed the request in further detail and 5 <br />recommended the Council hold a public hearing and approve the liquor license transfer, 6 <br />contingent upon a satisfactory fire inspection. 7 <br /> 8 <br />Mayor Flaherty opened the public hearing at 7:07 p.m. 9 <br /> 10 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:07 p.m. 11 <br /> 12 <br />Mayor Flaherty thanked Big Top Liquors for being a great partner to the community. He 13 <br />questioned what drew Merwin Liquors to this location. Mr. Cohen, Merwin Liquors, explained 14 <br />he was friends with some of the members of Big Top Liquor and he was approached about the 15 <br />possibility of acquiring this store. He was excited about the opportunity to expand his business 16 <br />in Mounds View. 17 <br /> 18 <br />Council Member Mueller encouraged Merwin Liquors to conduct yearly code enforcement 19 <br />training for their employees. Mr. Cohen noted he was a member of the MLBA and described the 20 <br />training that was offered to his employees twice per year. 21 <br /> 22 <br />Council Member Mueller questioned if any of the Big Top employees would be retained by 23 <br />Merwin Liquors. Mr. Cohen indicated he would be meeting with the current employees to 24 <br />discuss this matter. 25 <br /> 26 <br />Council Member Mueller asked when Merwin Liquors would be acquiring the property. Mr. 27 <br />Cohen anticipated he would have the purchase wrapped up in the next six weeks. At this time, 28 <br />Joel Frampton was introduced to the City Council noting he would serve as the liquor store’s 29 <br />manager. 30 <br /> 31 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8630, a 32 <br />Resolution to Consider a Transfer of an Off-Sale Liquor License from Applebaum, LLC (doing 33 <br />business as Big Top Liquors) to Merwin Liquors located at 2477 Mounds View Boulevard, 34 <br />contingent upon a fire inspection. 35 <br /> 36 <br /> Ayes – 5 Nays – 0 Motion carried. 37 <br /> 38 <br />B. Resolution 8631, a Resolution to Consider Revisions to the 2016 Fee 39 <br />Schedule. 40 <br /> 41 <br />Assistant City Administrator Crane requested the Council consider a Resolution revising the 42 <br />2016 Fee Schedule for the licensing of on tap and off tap microbreweries and distilleries. She 43 <br />explained staff did a great deal of research on this subject and described how the proposed fees 44 <br />were devised. Staff recommended approval of the revised fee schedule. 45
