Mounds View City Council September 26, 2016 <br />Regular Meeting Page 4 <br /> <br />was in the process of backgrounding officers to fill a previous vacancy. 1 <br /> 2 <br />Council Member Mueller noted a correction on Resolution 8633, noting the Resolution should 3 <br />reflect Officer Benjamin Knitter was being recommended for promotion. 4 <br /> 5 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8633, a 6 <br />Resolution Approving the Promotion of Officer Benjamin Knitter to the Position of Sergeant. 7 <br /> 8 <br /> Ayes – 5 Nays – 0 Motion carried. 9 <br /> 10 <br />E. Resolution 8634, Authorization to Advertise for Permit Technician in the 11 <br />Community Development Department and Approve a Revised Job 12 <br />Description. 13 <br /> 14 <br />Assistant City Administrator Crane requested the Council authorize the advertisement of a permit 15 <br />technician in the Community Development Department and approve a revised job description. 16 <br />She explained effective October 31st Barbara Benesch would be retiring after 38 years with the 17 <br />City of Mounds View. It was anticipated the new employee would not begin working with the 18 <br />City until January 2, 2017. Staff reviewed the revised job description and recommended the 19 <br />Council authorize the advertisement of the position. 20 <br /> 21 <br />Mayor Flaherty questioned how the new employee would be trained. Assistant City 22 <br />Administrator Crane explained she would be able to train the new employee for a portion of the 23 <br />job, but noted several other staff members would also be assisting in the training. 24 <br /> 25 <br />Mayor Flaherty thanked Ms. Benesch for her valuable contributions to the City over the past 38 26 <br />years. 27 <br /> 28 <br />Council Member Mueller questioned if a temp should be brought in to assist staff November 29 <br />through December. City Administrator Ericson explained the City may seek assistance from 30 <br />another community in order for the permitting process to continue running smoothly. He then 31 <br />reviewed several minor changes to the job description. 32 <br /> 33 <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 8634, 34 <br />Authorization to Advertise for Permit Technician in the Community Development Department 35 <br />and Approve a Revised Job Description. 36 <br /> 37 <br />Mayor Flaherty understood this retirement took the City by surprise and staff was now 38 <br />scrambling. He encouraged staff to consider looking at the positions within the organization in 39 <br />order for the City to be better prepared to make staffing changes. 40 <br /> 41 <br />Council Member Mueller thanked Ms. Benesch for providing the City with a one-month notice 42 <br />on her retirement. 43 <br /> 44 <br /> Ayes – 5 Nays – 0 Motion carried. 45
