<br />Item No: 7F <br />Meeting Date: October 24, 2016 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8652, Approving the Hire of Miles Wakumoto to <br />the Position of Mounds View Police Officer <br /> <br />Background: <br /> <br />The Mounds View Police Civil Service eligibility list for Police Officer is no longer current, <br />and the police department moved forward by creating a new eligibility list for a vacancy in <br />the position of police officer. On June 13, 2016, the City Council approved Resolution <br />8593, authorizing the creation of a new eligibility list for the purpose of hiring future police <br />officers. <br /> <br /> <br />Discussion: <br /> <br />The most recent opening for police officer occurred after the resignation of probationary <br />Officer Daniel Stone on May 20, 2016. Therefore, this process was initiated to replace this <br />vacancy. <br /> <br /> The police officer position is an essential public safety position within the city, and ideally, <br />having a replacement officer in place as soon as practical is critical to maintaining <br />uninterrupted continuity of policing services in the city. Delaying the replacement of this <br />patrol officer position will result in a reduction of police service, and could result in <br />additional expenses in terms of overtime cost to backfill the vacancy. <br /> <br />On October 11, 2016, the Police Civil Service Commission certified an active eligibility list <br />for the position of Police Officer based on previously conducted testing components, which <br />included written testing, physical agility testing and oral interviews. The top candidates <br />certified by the civil service commission for the police officer position are as follows: <br /> <br />1. Miles Wakumoto <br />2. Sarah David <br />3. Andrew Ronning <br /> <br />The top candidate, Mr. Wakumoto, has successfully passed the required testing <br />procedures, which included an oral board examination, physical agility test, written exam, <br />and background examination. Staff is awaiting the results of Miles Wakumoto’s physical <br />psychological examinations, which should be received by Friday, October 21, 2016. Staff <br />has personally met with and interviewed Miles Wakumoto and feel that he would be an <br />excellent addition to the department. <br /> <br />Staff is requesting to begin employment of Miles Wakumoto as a police officer on or about <br />November 15, 2016. <br />
