Erickson, Public Works Director/City Engineer <br />Item Title/Subject: Resolution 8651, Approve Design and Authorize Seeking Quotes <br />for Stormwater Improvement at 2255 Lambert Avenue <br /> <br />Background: <br /> <br />In December 2015 staff applied for, and ultimately received, a grant from the Rice Creek <br />Watershed District (RCWD) as part of their Urban Stormwater Remediation Cost-Share <br />Program. The agreement was approved by the City Council at their June 27, 2016 meeting. <br />Since that time the staff has prepared a design for completing this work and is ready to seek <br />quotes to perform this work. <br /> <br />Discussion: <br /> <br />The project is located at 2255 Lambert Avenue and would replace an open and poorly <br />vegetated ditch with reinforced concrete pipe. This ditch, which connects between two city <br />storm sewer lines, is being eroded and depositing sediment in the city’s storm sewer system <br />with each rain event. This sediment requires removal from the system in the future in order to <br />insure proper functionality. By installing concrete pipe the erosion is eliminated and results in <br />reduced maintenance into the future. Additionally, this should improve the water quality of <br />downstream waters. <br /> <br />Staff is working with the property owner to insure that proper easements are established along <br />this work. Primarily the easement will be along the lot line to the west of the existing home. <br />Some additional easement may be required over and above the typical 5-foot side lot line <br />drainage and utility easement. It should be noted that the existing ditch does not have any <br />easements except for the extreme northeast corner of the property. Once completed, this <br />project will also assist the property owner by providing a more usable lot. <br /> <br />The funding for this work would come from the Storm Water Fund (745-4415-7050) which <br />included $50,000.00 in the budget for this work. There is also an additional $25,000 in the <br />budget for other storm water projects. At this point, there are no additional projects planned for <br />2016 and staff would propose using $1,752.50 of that line item to fund this work, if needed. In <br />addition, the grant funding from RCWD is $19,292.00. This results in a total funding amount of <br />$71,044.50. This funding would cover engineering, construction and construction contingency. <br />Should none of the contingency be required no additional funding from the other storm water <br />project would be used. The table shows the total project estimate and funding for this work. <br />
