Item No: 7H <br />Meeting Date: November 14, 2016 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Brian Erickson, Public Works Director <br />Item Title/Subject: Resolution 8655, Approve a 2014 Municipal Inflow and Infiltration <br />Grant Request to the Metropolitan Council <br /> <br />Introduction: <br />Metropolitan Council Environmental Services (MCES) established an Inflow and Infiltration (I&I) <br />grant program for municipalities. This grant was designed to assist member cities with reducing I&I <br />throughout the service area. By reducing the I&I, MCES treatment system can more efficiently treat <br />the incoming sanitary sewer discharges. Council is asked to approve the attached resolution <br />authorizing the application for this grant. <br /> <br />Discussion: <br />In 2014, the Public Works Director sent a grant application to the MCES in order to participate in the <br />2014 State Bond Fund Municipal Inflow & Infiltration (I&I) Grant (Grant). This application provided a <br />preliminary estimate of costs associated with planned work. The work being performed under the <br />Street and Utility Improvement Program does include I&I reduction work. In addition, there have <br />been two sewer lining projects that have been completed and those costs are also eligible for the <br />grant. <br /> <br />Staff has calculated the costs associated with the I&I reduction efforts and forward that to MCES as <br />well as a certification that the work completed is located within City of Mounds View right of way. <br />The one remaining item that is needed by MCES is a resolution authorizing the application to the <br />grant program. This should have been completed with the initial application form. However, due to <br />Public Works Director transition this did not happen. As staff has now been made aware of this <br />requirement the resolution has been prepared and MCES is awaiting this final item in order to <br />complete the grant paperwork. <br /> <br />Upon receipt of the resolution MCES staff will generate the grant agreements for signature and will <br />forward those to each of the recipient municipalities. That is anticipate to happen prior to the end of <br />the month. It is anticipated that grant funding will be forward to the cities by the end of the year. <br />Mounds View’s share is anticipated to be approximately $125,000. <br /> <br />Recommendation: <br />Staff recommends that the attached resolution be approved for the 2014 Municipal Inflow and <br />Infiltration Grant Request. <br /> <br />Respectfully submitted, <br /> <br /> <br />Brian Erickson – Public Works Director/City Engineer
