Mounds View City Council October 24, 2016 <br />Regular Meeting Page 2 <br /> <br />three dogs require kennel license per City Ordinance. The Code requires a public hearing be help 1 <br />on the license. Staff had not received any comments from the public and recommended the 2 <br />Council hold a public hearing and approve the request. 3 <br /> 4 <br />Mayor Flaherty opened the public hearing at 7:03 p.m. 5 <br /> 6 <br />Daniel Gillett, 7741 Greenwood Drive, stated his dogs were inside dogs. 7 <br /> 8 <br />Hearing no further public input, Mayor Flaherty closed the public hearing at 7:04 p.m. 9 <br /> 10 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8647, to 11 <br />Consider Approval of a Residential Kennel License to Susan and Daniel Gillett, located at 7741 12 <br />Greenwood Drive. 13 <br /> 14 <br /> Ayes – 5 Nays – 0 Motion carried. 15 <br /> 16 <br />E. 7:00 p.m. Public Hearing to Consider Resolution 8646 Approving a 17 <br />Conditional Use Permit for an Oversized Garage, located at 7715 Eastwood 18 <br />Road. 19 <br /> 20 <br />Planner Sevald stated the applicant, Cindy Brown, has applied for a building permit to add a 21 <br />second floor onto the home and an addition onto the existing two-car attached garage. The garage 22 <br />addition will exceed the maximum size permitted for an accessory building, unless a Conditional 23 <br />Use Permit (CUP) is approved. Staff reviewed the variance and conditional use permit request in 24 <br />detail noting the Planning Commission had approved the Variance and recommended approval of 25 <br />the Conditional Use Permit request. 26 <br /> 27 <br />Mayor Flaherty opened the public hearing at 7:07 p.m. 28 <br /> 29 <br />Cindy Brown, 7715 Eastwood Road, explained the addition would assist with her expanding 30 <br />family and the number of drivers in her family. 31 <br /> 32 <br />Hearing no further public input, Mayor Flaherty closed the public hearing at 7:07 p.m. 33 <br /> 34 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8646 35 <br />Approving a Conditional Use Permit for an Oversized Garage, located at 7715 Eastwood Road. 36 <br /> 37 <br />Council Member Meehlhause appreciated the fact that Ms. Brown was improving her home, 38 <br />investing in her property and was working to have all of her vehicles within a garage. 39 <br /> 40 <br /> Ayes – 5 Nays – 0 Motion carried. 41 <br /> 42 <br />B. 7:00 p.m. Public Hearing to Receive Public Input and pass upon Resolution 43 <br />8643 Adopting a Special Assessment Levy for Delinquent Public Utility 44 <br />Accounts. 45
