Mounds View City Council October 24, 2016
Regular Meeting Page 5

the November 14, 2016 City Council meeting. 1
2
Mayor Flaherty requested staff provide the Council with a rendering of how a home would look 3
on this property with a 30-foot setback at the next Council meeting. He believed this would 4
assist him in deciding if the 30-foot setback was out of character with the neighborhood. He also 5
wanted to learn more about the conversations the applicant has had with the apartment dwelling 6
regarding the drainage easement. 7
8
Council Member Meehlhause asked if the non-action taken by the Planning Commission was a 9
concern. Planner Sevald stated it was his understanding the Planning Commission’s action was a 10
denial of the Variance request and noted the 60-day time period began again when the applicant 11
submitted an appeal. 12
13
Council Member Mueller discussed the action the Council took recently regarding granny pods. 14
She believed it would look out of character with the neighborhood to have a home on this lot 15
with a 30’ setback. She looked forward to discussing the appeal with the applicant in November 16
and hoped he would have a new floor plan for the home. 17
18
Ayes – 5 Nays – 0 Motion carried. 19
20
F. Resolution 8652, Approving the Hire of Miles Wakumoto to the Position of 21
Mounds View Police Officer. 22
23
This item had been removed from the agenda prior to the meeting. 24
25
G. Resolution 8651, Approve Design and Authorize Seeking Quotes for 26
Stormwater Improvement at 2255 Lambert Avenue. 27
28
Public Works Director Erickson requested the Council approve the design and authorize seeking 29
quotes for Stormwater Improvement at 2255 Lambert Avenue. He indicated this project would 30
be partially funded by a grant the City received in June 2016. He described the work that would 31
be completed through the project and recommended approval of the request. It was staff’s hope 32
the project would be completed prior to the end of 2016. 33
34
Council Member Mueller understood City funds would be used for this project due to the fact 35
there was a City easement on the property. Public Works Director Erickson stated this was the 36
case. 37
38
Council Member Mueller asked if Rice Creek Watershed approved of the plans. Public Works 39
Director Erickson reported staff has been working through this project with the Rice Creek 40
Watershed and the City did have their support as the overall water quality would be improved. 41
42
Council Member Mueller questioned where this water would be piped to. She did not want the 43
water pushed behind Pinewood Elementary. Public Works Director Erickson stated he would 44
have to report back to the Council with this information. 45
