<br />Item No: 07D <br />Meeting Date: November 28, 2016 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Introduction and First Reading of Ordinance 928, an <br />Ordinance Amending Appendix E of the Municipal Code <br />regarding “Minimum Planning and Development Fees” <br /> <br /> <br />Introduction: <br /> <br />The City last updated its planning fees for the 2011 fee schedule. Changes at Ramsey County, <br />City processing expenses and project complexity have increased the cost to process major and <br />minor subdivision applications. The proposed changes are reflected in the proposed 2017 <br />Mounds View Fee Schedule. Minnesota Statutes, however, require the City to adopt such fees <br />by ordinance. <br /> <br />Discussion: <br /> <br />The attached ordinance amends Appendix E of the Municipal Code, the section where the City <br />has identified the minimum planning and development fees. The proposed fees should be <br />considered the minimum fee as it may be that the fee the City collects is not sufficient to cover <br />all costs associated with the processing of the application. City staff notifies applicants that they <br />are responsible for costs beyond the application fee and they sign a statement acknowledging <br />this. <br /> <br />Recommendation: <br /> <br />Staff recommends Council approval of the first reading and introduction of Ordinance 928. This <br />ordinance amends Appendix E of the Municipal Code relating to minimum planning and <br />development fees.
