MoUND'ffi'.1EW Item No: -1.E__ <br />Meeting Date: Nov 28, 2016 <br />Type of Business: Council Business <br />Administrator Review:&-City of Mounds View Staff Report <br />To: <br />From: <br />Item Title/Subject: <br />Introduction: <br />Honorable Mayor and City Council <br />Jon Sevald, Planner <br />(1)Consider Resolution 8670, approving a Development <br />Review of the Public Works Facility expansion for <br />property at 2466 Bronson Dr; <br />(2)Public Hearing to consider Resolution 8670, approving <br />a Conditional Use Permit for open and outdoor storage <br />as an accessory use; <br />(3)Public Hearing to consider Resolution 8671, approving <br />a Conditional Use Permit for the storage of flammable <br />liquids over 800 gallons above ground. <br />The City will be replacing its Public Works Facility in 2017-2018 at the location of the <br />current facility at 2466 Bronson Dr. The review process includes: (1) Development <br />Review; (2) Conditional Use Permit for Open and Outdoor Storage as an Accessory <br />Use; (3) Conditional Use Permit for the Storage of Flammable Liquids Over 800 Gallons <br />Above Ground; and (4) a Variance to reduce the front yard setback of a parking lot from <br />40' to 13-2" (the Planning Commission approved the variance on November 16, 2016). <br />The existing use of outside storage and above ground fuel tanks are non-conforming <br />uses, thus, any expansion requires that they conform to current regulations. <br />Discussion: <br />The Public Works Facility is located along Bronson Dr. on the north side of City Hall <br />Park. The maintenance building was constructed in the mid-1960's, and an addition in <br />1987. Originally used by the Police Department, Public Works moved in when the <br />current City Hall and Police Department were built. The existing Public Works facility <br />includes a number of buildings. Only the Maintenance building (12,256 sq ft existing), <br />Cold Storage/Salt Storage building (4,800 sq ft existing) will be replaced. The new <br />Maintenance Building will be 34,773 sq ft, and the Salt Storage Shed will be 1,600 sq ft. <br />The new facility will be constructed in phases, allowing continued operation of the <br />existing facility during construction. <br />Analysis: Development Review <br />A Development Review is required when a principal building is proposed to be <br />expanded by 10% or 10,000 sq ft.1 The process includes a review of the proposed site <br />plan, building appearance, landscaping, parking, and storm water plans. The review <br />allows the City Council to reduce landscaping and parking by 15% under certain <br />conditions. <br />1 City Code, Section 1006.06
