<br />Item No: 07B <br />Meeting Date: December 12, 2016 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Public Hearing, Second Reading and Adoption of Ordinance <br />928, an Ordinance Amending Appendix E of the Municipal Code <br />regarding “Minimum Planning and Development Fees” <br /> <br /> <br />Introduction: <br /> <br />The City last updated its planning fees for the 2011 fee schedule. Changes at Ramsey County, <br />City processing expenses and project complexities have increased the cost to process major <br />and minor subdivision applications. While the proposed changes are reflected in 2017 Mounds <br />View Fee Schedule which was approved on November 28, 2016, Minnesota Statutes require the <br />City to adopt such fees by ordinance. <br /> <br />Discussion: <br /> <br />The attached ordinance amends Appendix E of the Municipal Code, the section where the City <br />has identified the minimum planning and development fees. The proposed fees should be <br />considered the minimum fee as it may be that the fee the City collects is not sufficient to cover <br />all costs associated with the processing of the application. City staff notifies applicants that they <br />are responsible for costs beyond the application fee and they sign a statement acknowledging <br />this. <br /> <br />The proposed ordinance was introduced and given its first reading on November 28, 2016. No <br />changes have been made to the ordinance since its first reading. <br /> <br />Recommendation: <br /> <br />Staff recommends Council open the public hearing and consider any public comment <br />concerning the proposed increases to the subdivision planning fees and reapproval of other <br />planning and development fees as noted. If no further changes are needed, staff further <br />recommends approval of the second reading and adoption of Ordinance 928 by roll call vote. <br />This ordinance amends Appendix E of the Municipal Code relating to minimum planning and <br />development fees. <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />City Administrator <br /> <br />
