Ord 930 Report
December 12, 2016
Page 2

The proposed ordinance was introduced and had its first reading on Monday, November
28, 2016. No changes have been made to the ordinance subsequent to the first reading.

Map Considerations:

If the requested map illustrating the effects of the ordinance isn’t available for review in
conjunction with the second reading, staff would recommend postponing action on the
ordinance. It is imperative that the City understand how the setbacks and buffer areas
impact locations prohibited from offender residency. Similarly, should it be determined that
no area in the City would be available for residency, the Council may want to postpone
action or consult with the City Attorney about a modification to better sustain a legal
challenge.

Recommendation:

Consider the second reading and adoption of Ordinance 930, an ordinance regulating the
locations of residency of certain registered offenders within the City of Mounds View, by roll
call vote.

Respectfully submitted,

________________________
James Ericson
City Administrator

Attachments
1.
