Item No: 07G Meeting Date: December 12, 2016 Type of Business: CB Administrator Review : ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Desaree Crane, Assistant City Administrator Item Title/Subject: Resolution 8683, Setting the 2017 City Council Meeting Dates, Council/Staff Retreat, and the Town Hall Meeting Discussion: Based on the Council’s schedule of conducting meetings, Work Sessions are normally scheduled for the first Monday of each month and Council meetings on the second and fourth Mondays of each month. Attached is a proposed list of Work Session and City Council Meeting dates for 2017 (Exhibit A). The City Council recently discussed the possibility to change the start times for the Work Session and City Council Meetings from 7pm to 6pm. In accordance Chapter 105.04: 105.04: MEETINGS: Subd. 1. Regular Meetings: Regular meetings of the Council shall be held on the second and fourth Mondays of each month at seven o’clock (7:00) P.M. at the Municipal Hall. If any such Monday is a legal holiday or Christmas or New Year’s Eve, the meeting will be cancelled or held on another date and time as established by Council action. (1988 Code §2.01) In order for the City to revise start times for City Council Meetings, the City Council will need to make a code amendment. Staff will be preparing an ordinance on this code amendment for a first reading on January 9, 2017 and a second reading on January 23, 2017. If approved, this amendment would not go into effect until early March. The following legal holidays fall on dates that would otherwise be considered Council Meetings: Labor Day (September 4, 2017), and Christmas Holiday (Monday, December 25, 2017). For these dates, the schedule reflects a Tuesday. In addition to setting the official calendar, the Council/Staff Retreat and the Town Hall Meeting will need to be scheduled for 2017. If the City Council wishes to continue having the Staff/Council Retreat in February, then Staff would recommend having the retreat on Tuesday, February 21, 2017. In the past, the Council/Staff Retreat was located at the Mounds View Community Center from 6pm to 10pm. In regard to the Town Hall Meeting, Staff recommends scheduling the meeting for either Monday, March 20, 2017, or Monday, April 17, 2017. Scheduling the Town Meeting on either date will allow enough time for Staff to prepare a presentation from the decisions made during the Council/Staff retreat. Town Hall Meeting will be located at Mounds View City Hall, starting a 6pm.
