Mounds View City Council November 28, 2016 <br />Regular Meeting Page 5 <br /> <br />when the current City Hall and Police Department were built. The existing Public Works facility 1 <br />includes a number of buildings. Only the Maintenance building (12,256 sq. ft. existing), Cold 2 <br />Storage/Salt Storage building (4,800 sq. ft. existing) will be replaced. The new Maintenance 3 <br />Building will be 34,773 sq. ft., and the Salt Storage Shed will be 1,600 sq. ft. The new facility 4 <br />will be constructed in phases, allowing continued operation of the existing facility during 5 <br />construction. The parking requirements for the new facility was reviewed in detail. Staff 6 <br />provided further comment on the Development Review. He discussed the recommendations 7 <br />from the Planning Commission made at their November 16th meeting and recommended 8 <br />approval. 9 <br /> 10 <br />Mayor Flaherty questioned how the City would manage fly balls entering the Public Works 11 <br />facility from the adjacent ballfield. Public Works Director Erickson commented this may occur 12 <br />and would be taken under advisement of staff. 13 <br /> 14 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8669, 15 <br />Approving a Development Review of the Public Works Facility expansion for the property at 16 <br />2466 Bronson Drive. 17 <br /> 18 <br /> Ayes – 5 Nays – 0 Motion carried. 19 <br /> 20 <br /> 2.) 7:00 p.m. Public Hearing to consider Resolution 8670, Approving a 21 <br />Conditional Use Permit for Open and Outdoor Storage as an Accessory Use. 22 <br /> 23 <br />Planner Sevald stated within the I-1 District, a Conditional Use Permit is required for “Open and 24 <br />outdoor storage as an accessory use”. It was noted outdoor storage will be located: (1) south of 25 <br />the Salt Storage Building (mulch and gravel bins); and (2) south of the Maintenance Building 26 <br />(plow attachments, trailers, park equipment, misc. items). Outside storage must be screened by a 27 <br />solid fence or wall. The concrete mulch/gravel bins will be fenced, and screened by an 8’ 28 <br />decretive wall along a portion of Bronson Drive. The outside storage area south of the 29 <br />Maintenance Building will be screened from Mounds View Boulevard by trees (Black Hill 30 <br />Spruce, Scots Pine, Hawthorn). These trees will be 6’ in height when planted, and grow to a 31 <br />height of 20’ (Hawthorn) and 50’ (pine trees). Staff reviewed the request in further detail and 32 <br />reported the Planning Commission recommended approval of the Conditional Use Permit for 33 <br />open and outdoor storage as an accessory use. 34 <br /> 35 <br />Mayor Flaherty opened the public hearing at 7:44 p.m. 36 <br /> 37 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:44 p.m. 38 <br /> 39 <br />MOTION/SECOND: Gunn/Meehlhause.
