<br />Item No: 07C <br />Meeting Date: January 5, 2015 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8353, Approving Severance for Public Works <br />Director Nick DeBar <br /> <br /> <br />Background <br /> <br />Nick DeBar resigned from his position as Public Works Director and his last day of <br />employment was December 19, 2014. Mr. DeBar has been employed with the City since <br />March 30, 2009. Attached is Resolution 8353, which authorizes severance to Mr. DeBar in <br />accordance with Sections 3.45 and 3.47 of the Mounds View Personnel Manual. The Public <br />Works Director is a non-union, exempt classified position. <br /> <br /> <br />Discussion <br /> <br />In accordance with Section 3.45, of the Mounds View Personnel Manual: <br /> <br />Upon separation from the City, employees who have completed two or more <br />years of service and leave in good standing shall contribute 100% of their <br />eligible sick leave to their Retirement Health Savings Plan (RHSP). Except <br />as noted below, eligible sick leave is limited to 50% of an employee’s sick <br />balance, which is capped as follows: <br /> <br />Base cap = 960 hours. The base cap shall be increased by 20 <br />hours per year for each year employed beyond ten years. For <br />example, a 15-year employee’s cap would be 1060 and a <br />twenty-year employee’s cap would be 1160 hours. <br /> <br />Resolution 8353 provides a payout of Mr. DeBar’s accrued/unused sick time. In accordance <br />with Section 3.45 of Mounds View Personnel Manual, Mr. DeBar is authorized a sick time <br />payout totaling $11,792.93 to his Retirement Health Savings Plan. This is calculated as <br />479.68 accrued/unused sick hours times 50% times his hourly rate of $49.17. <br /> <br />Resolution 8353 provides a cash payout on Mr. DeBar’s vacation time. In accordance with <br />Section 3.47 of the Mounds View Personnel Manual, Mr. DeBar is authorized a vacation time <br />cash payout totaling $11,768.35. This calculated as 239.34 accrued/unused vacation hours <br />times his hourly rate of $49.17. <br /> <br /> <br /> <br /> <br /> <br />
