Item No: 7D
Meeting Date: January 12, 2015
Type of Business: Council Business
Administrator Review : ____
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Thomas Kinney, Chief of Police
Item Title/Subject: Resolution 8357 Approving the Hire of Police Officers Riley
Solz and Andrew Ronning

Introduction:

On September 8, 2014, the city council approved resolution 8300 authorizing the
creation of a new eligibility list for the purpose of hiring future police officers.

Two vacancies currently exist within the police department due to recent departures of
officers. On August 20, 2014, David Radtke submitted his resignation to the city and on
November 10, 2014, Officer David Anderson retired from the department after 29 years
of service. Presently, the size of the department is 17 sworn officers.

Discussion:

Filling these officer vacancies as quickly as possible will maintain the appropriate
staffing of the department and will avoid any additional expenses in overtime costs to
backfill the vacancies.

On January 7, 2015, the Police Civil Service Commission certified an active eligibility list
for the position of Police Officer. This list resulted from a revised hiring process this past
year based on previously conducted testing components. The commission certified two
lists consisting of the top 3 candidates for each of the officer positions. The list for the
first officer position is:

1. Riley Solz
2. Andrew Ronning
3. Daniel Stone

The list for the second officer position is as follows:

1. Andrew Ronning
2. Daniel Stone
3. Charles Possert

The top two candidates on this list have successfully completed all of the required testing
procedures, which included a general application, supplemental application questionnaire
and scoring sheet, cover letter and resume, a physical agility test, two oral board
examinations as well as a Chief’s interview, background examination, physical examination
and a psychological examination. Staff has personally met with and interviewed Riley Solz
and Andrew Ronning and feel that both candidates would be excellent additions to the
department.
