Item No: 08D Meeting Date: January 12,. 2015 Type of Business: Consent City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, City Administrator Item Title/Subject: Resolution 8356 Approving an Agreement with ATM Source to Locate and Maintain an ATM at the Mounds View Community Center Introduction: During meetings of the YMCA Advisory Committee, the YMCA staff has suggested that having an ATM at the Community Center would be a great convenience for guests using the facility, especially those attending banquets or receptions at which “a la carte” food or beverage services are provided. Discussion: Staff consulted with a couple vendors after seeking references from businesses that have ATMs as well as discussing the issue with Western Bank in Mounds View. Two firms were able to provide an ATM with a lower “transaction fee” and revenue sharing component. ATM Source is a local business having their offices in Blaine. I have met with their president multiple times and feel confident they would be best able to meet our needs with no risk to the City. ATM Source would assume all maintenance associated with the machine, including stocking the ATM with bills as needed. Also, given their close proximity and years of experience, a call for service can be addressed in a very short time frame. (The Holiday Stationstore at Silver Lake Road and County Road 10 uses ATM Source.) Recommendation: The City Attorney is reviewing the attached service agreement to ensure all reasonable risks and responsibilities are borne by the vendor and that the City is appropriately protected. If the Council agrees that an ATM at the Community Center would be a benefit for our guests and visitors and assuming no issues with the agreement as proposed, staff would recommend approval of Resolution 8356.
