Mounds View City Council December 1, 2014 <br />Special City Council Meeting Page 2 <br /> <br /> 1 <br />Finance Director Beer then discussed the capital expenditures for the coming year. He explained 2 <br />the City had two more years on its streets improvement program. After that time, the Council 3 <br />would need to consider the maintenance of its new streets. He noted the 2015 budget did not 4 <br />have a lot of increases. He indicated the General Fund levy would increase by 2%. He then 5 <br />provided comment on how the proposed increase would impact the median homeowner and 6 <br />asked for questions from the Council. 7 <br /> 8 <br />Mayor Flaherty requested further information on the proposed increases for the Police 9 <br />Department. Finance Director Beer explained a new records management system was recently 10 <br />approved and IT services were being added to ensure the system was properly maintained. 11 <br /> 12 <br />Council Member Mueller understood that the City only budgeted for 90% of the LGA allotment. 13 <br />She questioned how certain staff was that the City would receive this funding. Finance Director 14 <br />Beer commented that a revenue forecast would be provided to the City later this week. This 15 <br />forecast would provide the State with an idea of its financial standing for the coming budget. 16 <br /> 17 <br />Council Member Mueller asked when the City received the LGA payments from the State. 18 <br />Finance Director Beer indicated these payments were made twice a year in mid-July and late 19 <br />December. 20 <br /> 21 <br />Paul Henzel, 8470 Eastwood Road, asked if the 5% of property that remained undeveloped was 22 <br />commercial or residential. Finance Director Beer explained that this was a mix of properties 23 <br />throughout the City. 24 <br /> 25 <br />Council Member Meehlhause discussed how residential property values in Ramsey County were 26 <br />on the rise and that there was a shift from commercial to residential. 27 <br /> 28 <br />Mayor Flaherty advised that the Council would approve the final budget and tax levy for 2015 at 29 <br />the December 8, 2014 City Council meeting. 30 <br /> 31 <br />8.
