Item No: 7E <br />Meeting Date: January 26, 2015 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Interim Director of Public Works <br />Item Title/Subject: Resolution 8369 Approving the Purchase of a Tymco 500X <br />Street Sweeper (Updated as of 1/26/2015 at 1pm) <br /> <br />Background/Discussion: <br /> A responsibility of the Public Works Department is overseeing and maintaining the <br />storm water infrastructure which entails compliance with the MS4 Permit. The permit is <br />the result of the Clean Water Act adopted by the Federal Government in 1974. Within <br />the MS4 permit there are best management practices (BMPs) the City has put in place <br />to comply with the permit. One of the many BMPs implemented is the practice of <br />keeping debris out of the lakes and streams by sweeping the streets. Due to the many <br />Storm Water Infiltration devices (SIP) installed the Public Works Department has taken <br />a more aggressive approach to this BMP by sweeping, on an average, of 6-7 times <br />during the spring, summer and fall seasons. (More sweeping will occur if build up is <br />evident along the gutter lines.) <br /> <br />Discussion: <br />The current sweeper was purchased in 2005 and has received heavy use in the last five <br />years. Due to the harsh environment the sweeper has had many repairs during the past <br />10 years of service. While some of the repairs are considered routine, other repairs <br />have been considered major, and have cost over $4,000.00. Future necessary repairs <br />will be required to include: the debris box I showing weakness due to holes in areas of <br />the box; the main fan and bearings will need to be replaced this year along with routine <br />items such as, but not limited to, side brooms and rubber dirt deflectors. <br /> <br />Staff has met with many vendors and have test driven sweepers. Staff has also <br />conversed with other City Public Works Staff for their input. <br /> <br />Environmental Equipment and Services, Inc. of Elko, MN, is a vendor on the MN <br />Cooperative Purchasing Venture (CPV), Contract S-843(5) and has submitted a quote <br />for a new Tymco 500X Sweeper with options for $259,890.00, sales tax of $16,892.85, <br />for a total of $276,782.00. Staff has received a quote from Environmental Equipment <br />and Services, Inc, for the Cities Elgin Crosswinds sweeper for a buy-back of the current <br />sweeper of $61,200.00. The final cost for the Tymco 500X Sweeper would be <br />$215,582.00. The 2015 adopted budget has the purchase of a street sweeper in <br />account 745-4417-7030 for $210,000.00. Also in the 2015 budget is $4,000.00 for <br />repairs to the street sweeper fund 745-4417-5130 and $2,500 in fund 745-4417-1230, <br />$2,500.00. Using these two accounts will offset the difference. Since the unit is new it <br />will be under warranty for one year on parts and labor. Only brooms and dirt deflectors <br />may need to be replaced. <br /> <br /> <br />
