Item No: 7F
Meeting Date: January 26, 2015
Type of Business: CB
Administrator Review: ____
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Don Peterson, Interim Director of Public Works
Item Title/Subject: Resolution 8370 Approving the Purchase of Two (2) Toro
Ground Master 4000 Mowers

Background/Discussion:
A responsibility of the Public Works Department includes overseeing the Park
maintenance. The Parks Department mows over 138 acres of turf weekly during the
spring, summer and fall seasons. The Department uses several different mowers to
perform the necessary work. Currently in use is a 2002 Toro Grounds Master (this unit
came from the Bridges Golf Course), a 2006 Jacobsen 9016 (best suited for a large
irrigated area such as a golf course or commercial properties), and a Jacobsen Turfcat
(which will remain in the fleet).

While some of the mowed turf areas are irrigated, which make the mowing easier on the
equipment many areas are not, creating additional wear and tear on the mowers.
Historically the mowers were on a (7) year replacement budget cycle but over the recent
years, these units were put on a (15) year replacement cycle.

Discussion:
Staff has inspected the mowers and there are a number of costly 2015 repairs that will
be required on both the 2002 Toro Grounds Master and the 2006 Jacobsen 9016
mowers. The 2002 Toro Grounds Master will require a transmission, approximately
$3,500.00, for this went out in the fall of 2014. Repairs to the 2006 Jacobsen are
estimated to cost approximately $6,950.00.

It was determined and recommended by the previous Director of Public Works to have
these mowers replaced in 2015.

Staff reviewed the various mowers available on the MN Cooperative Venture
Purchasing program (CPV). Vendors were contacted and demonstrations ensued to
determine the proper equipment that best fit the needs of the City.

Staff received a quote from MTI Distributing, Inc., of Brooklyn Center, MN for (2) Toro
GM 4000 mowers with options such as mulching kits, and road safety lights. The quote
for (2) mower’s is $114,423.92. The adopted 2015 budget includes $115,000.00 for
replacement mowers in account 460-4360-7030.

MTI Distributing, Inc. also included a quote for trade-in values of $20,775.00 for the
2002 Toro Grounds Master and the 2006 Jacobsen 9016 and which also included older
equipment that is not in use by the City; a spray foam cart and a cart with a power
aerator.
