Item No: 7B <br />Meeting Date: January 26, 2015 <br />Type of Business: Public Hearing <br />Administrator Review: _______ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Public Hearing – Second Reading and Adoption of <br />Ordinance 896, Amending Title 1100 of the Mounds View <br />Municipal Code Pertaining to Renewable Energy (ROLL <br />CALL VOTE) <br /> <br /> <br /> <br />In 2013, Ordinance 883 was passed which created completely new requirements in the <br />City Code about renewable energy systems. There were several areas throughout the <br />code that referred to solar and wind turbines, and not all of them were changed in <br />Ordinance 883. Solar energy and wind generator systems are still listed as conditional <br />uses in all the business zoning districts, and geothermal systems aren’t listed at all. The <br />new ordinance changed solar energy systems and geothermal energy systems to be an <br />allowed use in all zoning districts, and wind turbine systems are a conditional use only in <br />industrial districts. <br /> <br />Staff is proposing Ordinance 896 which makes the suggested changes to the residential <br />and business zoning districts in order to be consistent with the new renewable energy <br />requirements in Chapter 1128. Chapter 1128 is included in this report for your reference. <br /> <br />Recommendation <br />Staff recommends the Council adopt Ordinance 896.
