Item No. 11A <br /> Staff Report No. 97-1954C <br /> Meeting Date:January 27, 1997 <br /> Type of Business:CB <br /> WK Work Session;PH:Public Hearing; <br /> CA: Consent Agenda; CB: Council Business <br /> City of Mounds View Staff Report <br /> To: Mayor and City Council <br /> From: Director of Public Works Ulrich <br /> Item Title/ <br /> Subject: Resolution Approving Old Highway 8 Reconstruction Bid Award <br /> Date of Report: January 23, 1997 <br /> On November 12, 1996 the City Council approved Resolution Numbers 5033 approving construction plans, <br /> 5034 approving the cooperative agreement,and 5035 approving parking restrictions.Ramsey County has <br /> advertised the project for bids and is requesting approval of the award to the lowest responsible bidder, <br /> Forest Lake Contracting Company. Thirteen contractors bid the project.The amount of the project award is <br /> $1,228,258.15. The City of Mounds View is required to participate in the expense of the project in <br /> accordance with the Ramsey County Cost Participation Policy.Mounds View's estimated expense will be <br /> $108,684. Staff is requesting Council authorization to allow the Director of Public Works to sign all change <br /> orders not to exceed fifteen per cent(15%)of the City's expenses. <br /> Staff is meeting with SEH to review proposed assessments on the project. This project is capable of receiving <br /> partial MSA funding. The City is still responsible for forty eight per cent(48%)of the storm sewer <br /> construction.Assessments proposed for the project would include fifty per cent(50%)of both a thirty(30) <br /> foot street and storm sewer construction. Staff will present the proposed assessment amounts and seek <br /> Council's direction in this assessment at the February Work Session.Informational meetings have been held <br /> in the past regarding the project,although possible assessments were not included. <br /> Accompanying this report is Resolution No. 5079 for Council's consideration. <br /> Should Council have any questions or concerns regarding this report,please feel free to call me. <br /> e /' 4 <br /> 'chael Ulrich,Director of Public Works <br /> RECOMMENDATION:Adopt Resolution No. 5079 approving the Old Highway 8 reconstruction bid award. <br />
