Item No: 7E Meeting Date: February 23, 2015 Type of Business: Council Business Administrator Review: ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Brandon Stenglein, Public Works Project Coordinator Item Title/Subject: Resolution 8381, Approving the Bidding Documents and Authorizing the Advertisement of Bids for the 2015 Seal Coat Project for areas A, B, & C Background: The City is in the process of reconstructing 26 miles of City-owned streets as part of the Streets and Utilities Improvement Program (Program). The City established a pavement maintenance plan for these streets, and Areas A, B, and C are scheduled for a bituminous seat coat. The areas to be seal coated are project areas A, B, & C (see attached Program map). These areas contain 9.1 total miles of streets and are located in various parts of the city. Area A was reconstructed in 2009, and Areas B & C were reconstructed in 2010. Other than crack filling, there has been no major maintenance work performed on these streets since their reconstruction took place, and to ensure the longevity and performance of these roads, a bituminous seal coat is recommended. Discussion: Public Works engineering staff has prepared preliminary design plans, and specifications in house for the 2015 Seal Coat Project. Construction Estimate Public Works engineering staff has put together estimated construction costs for the seal coat project of, $270,000. The estimated cost is based upon a defined scope of work and schedule to accommodate construction in 2015. Plans and Specifications for this project will follow Mn/DOT standards. The 2015 budget includes funding of $350,000 to perform the proposed seal coat work in the Street Improvement Fund (485-4470-7050). Proposed Project Schedule The project requires a public bid process since the total construction costs are expected to exceed $100,000. The advertisement for bid will need to be posted 21-days in advance of the bid opening. All qualified seal coat contractors are invited to be. The following is a proposed schedule based upon a public bid process: February 23 City Council approves Bid Doc./Authorizes Ad for Bid March 16 Advertisement for Bid posted March 30 Pre-Bid meeting with potential bidders April 7 Bid Opening April 13 City Council awards construction contract June 20-27 Construction begins Late July Construction complete
