<br />Item No: 8C <br />Meeting Date: March 9, 2015 <br />Type of Business: Consent Agenda <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8384, a Resolution Reappointing Tim Hill to the <br />Board of Directors of the Spring Lake Park Fire Dept., Inc. <br /> <br />Introduction: <br /> <br />The Blaine - Spring Lake Park - Mounds View Fire Department is managed by a seven <br />member Board of Directors and a full time CEO/Fire Chief. The board is comprised of <br />three community representatives from the City of Blaine, one each from the Cities of Spring <br />Lake Park and Mounds View, and two fire department representatives elected by the active <br />membership of the department. Tim Hill, owner of CG Hill and Sons, located at 5150 <br />Quincy Street, was appointed by the Mounds View City Council for a three-year term <br />commencing February 2012. Mr. Hill is presently president of the Fire Board and would <br />like to continue serving as the City’s appointed community representative. <br /> <br />Discussion: <br /> <br />The Fire Board oversees the audit, just and correct claims, and is involved in policy <br />decisions which have fiscal impact. (Policy control is managed exclusively by the Board <br />and CEO/Fire Chief.) A Personnel Committee comprised of one member from each station <br />meets regularly to review personnel performance, disciplinary issues and promotions. <br />Upon conclusion of their deliberations they forward their recommendation directly to the <br />board. Board members are compensated $1,575 per year for their service. <br /> <br />In the past, the Board would hold four official meetings a year; typically the meetings would <br />start at 5:30 pm and conclude by 8:00 pm. The board also holds one annual meeting to <br />seat new members and elect new officers. Lately, the Board has been meeting more <br />frequently to prepare for the impending retirement of Chief Nyle Zikmund. <br /> <br />Recommendation: <br /> <br />Staff recommends that the City Council re-appoint existing board member Tim Hill, of CG <br />Hill & Sons, to serve as the City’s representative to the fire department’s board of directors. <br />The appointment would be for a second three year term, the maximum allowed according <br />to their Bylaws.
