Finance Director Beer did not object to tabling the matter. 2 <br /> 3 <br />Mayor Flaherty believed it only appropriate to allow Mr. Slabiak to discuss the expense in further 4 <br />detail with staff. 5 <br /> 6 <br />MOTION/SECOND: Flaherty/Meehlhause. To Table Action on the Special Assessment Levy 7 <br />for a Private Sewer Improvement at 8130 Edgewood Drive to the March 9, 2015 City Council 8 <br />meeting. 9 <br /> 10 <br /> Ayes – 5 Nays – 0 Motion carried. 11 <br /> 12 <br />E. Second Reading and Adoption of Ordinance 897, an Ordinance Amending 13 <br />Chapter 603, Section 603.06, of the City Code Relating to Licensing 14 <br />Requirements for Garbage and Recycling Haulers (ROLL CALL VOTE). 15 <br /> 16 <br />City Administrator Ericson stated in October of 2014 the Council overhauled the City Code 17 <br />regarding garbage hauling and recycling. He reported several amendments were proposed to 18 <br />provide a better opportunity for tracking the collection of garbage and recyclables while also 19 <br />creating more clear licensing requirements. However, feedback on these amendments was 20 <br />received from the National Waste and Recycling Association. Staff met with representatives of 21 <br />the licensed haulers, who expressed opposition regarding three parts of the new requirements: 22 <br />submission of maximum rates, reporting properties that are not recycling, and the reporting 23 <br />formulas on collected materials. 24 <br /> 25 <br />City Administrator Ericson reviewed proposed Ordinance amendment, taking into consideration 26 <br />the comments from the National Waste and Recycling Association, with the Council and 27 <br />recommended approval. The ordinances would eliminate the need to report rates. 28 <br /> 29 <br />Julie Ketchum, National Waste and Recycling Association, thanked the Council for their time. 30 <br />She stated her association represents haulers for both refuse and recycling in the City of Mounds 31 <br />View. She thanked staff for striking the language regarding rate reporting. She requested the 32 <br />City not require drivers to track residents that are not recycling. She discussed how safety was of 33 <br />the utmost concern to this industry and she did not want drivers taking their eyes off of the road. 34 <br />She did not want to add another distraction to the drivers. She recommended that instead the 35 <br />City take a positive approach to recycling and not a punitive approach. She believed this would 36 <br />be best for the City and its recycling program. She discussed how her company was advancing 37 <br />recycling efforts throughout the State of Minnesota. 38 <br /> 39 <br />Mayor Flaherty questioned how drivers knew which houses to stop at each week. Doug Green, 40 <br />Public Services, explained the drivers had a route sheet. 41 <br /> 42 <br />Mayor Flaherty inquired how Ms. Ketchum’s organization encouraged recycling among its 43 <br />customers. Ms. Ketchum explained that her organization was one of the leading recycling 44 <br />companies in the State. She then provided further comment on how her company was educating 45
