Mounds View City Council February 9, 2015 <br />Regular Meeting Page 7 <br /> <br />Council Member Meehlhause congratulated the Boys and Girls Irondale Nordic Ski Teams for 1 <br />their 2nd Place Finish at the sectional meet. He wished both teams well at State. 2 <br /> 3 <br />Mayor Flaherty reported he recently attended a school board meeting at Snail Lake Elementary. 4 <br />The attendees discussed issues affecting the community. 5 <br /> 6 <br />Mayor Flaherty commented he and City Administrator Ericson went to the Capitol today to 7 <br />support Senator Bev Scalze as she introduced Bill 276, which requested a sound wall in Mounds 8 <br />View adjacent to the mobile home park and Laport Meadows neighborhood. 9 <br /> 10 <br />Mayor Flaherty reported that on Wednesday, February 11th at 10:30 a.m. at the local Ramsey 11 <br />County Library there would be Reading with the Mayor. 12 <br /> 13 <br /> B. Reports of Staff. 14 <br />1. Police Department Annual Report. 15 <br /> 16 <br />Police Chief Kinney reviewed the 2014 Police Department Annual Report with the Council. He 17 <br />discussed highlights from the year, noting calls for service have continued to increase. He 18 <br />provided comment on the number of calls to the mentally ill. He reviewed the crime trends over 19 <br />the past several years. He noted efforts on behalf of the Towards Zero Death campaign continue. 20 <br /> 21 <br />Police Chief Kinney reported on the current hiring process and noted the list of candidates had 22 <br />been whittled down to two. Both were offered positions with the Mounds View Police 23 <br />Department, which brought the department back to its full contingent. He was pleased to report 24 <br />that National Night Out was a huge success again this past August, along with Festival in the 25 <br />Park. He thanked the Council for their support by approving the new records management 26 <br />system. He indicated the new system would be implemented in March of 2015. 27 <br /> 28 <br />Mayor Flaherty recommended that the Police Department attend or be provided with training on 29 <br />how to best manage mentally ill. Police Chief Kinney anticipated that training would be held this 30 <br />year as funding from the State for mental illness awareness was increasing. 31 <br /> 32 <br />Council Member Mueller requested further information on the LIDAR training attended by the 33 <br />police department. Police Chief Kinney commented this was similar training as RADAR 34 <br />training, except the LIDAR device was handheld. 35 <br /> 36 <br />Council Member Mueller questioned if the Police Department has considered purchasing body 37 <br />cameras. Police Chief Kinney explained the department has one body camera at this time, but 38 <br />this device has had a number of technical issues. He intended to expand this operation once a 39 <br />decision could be made on the proper vendor. He commented that policies, data management 40 <br />and data privacy practices would also need to be determined. 41 <br /> 42 <br />Council Member Meehlhause asked why the number of complaints for the department doubled 43 <br />from 2013 to 2014. Police Chief Kinney discussed the complaints received in 2014 and noted 44 <br />this was attributed to the increased number of calls being responded to by the Police Department. 45
