Mounds View City Council February 23, 2015 <br />Regular Meeting Page 6 <br /> <br />City Administrator Ericson read Resolution 8383 aloud for the record. 1 <br /> 2 <br />Mayor Flaherty asked if there were grants available to meet the needs of smaller communities. 3 <br />He questioned how the transportation bill would be funded. 4 <br /> 5 <br />Council Member Meehlhause commented that if City staff had not devised the street 6 <br />improvement project the City of Mounds View would also be struggling to replace its streets and 7 <br />infrastructure. 8 <br /> 9 <br />Council Member Mueller was uncertain how grants were awarded or how the grant program 10 <br />worked. She did not want to see LGA reduced in order to fund additional transportation dollars. 11 <br />She anticipated that a gasoline and motor vehicle tax would assist with funding the bill. 12 <br /> 13 <br />Mayor Flaherty supported the Resolution on the surface. He still had some concern with how the 14 <br />bill would be funded. 15 <br /> 16 <br />MOTION/SECOND: Meehlhause/Mueller. To Waive the Reading and Adopt Resolution 8383, 17 <br />Supporting the League of Minnesota Cities Transportation Bill. 18 <br /> 19 <br /> Ayes – 5 Nays – 0 Motion carried. 20 <br /> 21 <br />8. CONSENT AGENDA 22 <br /> 23 <br />Mayor Flaherty asked to remove Item 8A for discussion. 24 <br /> 25 <br />A. Resolution 8382, Accepting the Financing for the ESP Program. 26 <br /> 27 <br />Mayor Flaherty requested further information on the Financing for the ESP Program. City 28 <br />Administrator Ericson explained the intent of the resolution was to have the Council approve the 29 <br />financing and authorize the Energy Savings Partnership. He reviewed several language changes 30 <br />as proposed by the City Attorney and recommended approval. 31 <br /> 32 <br />Council Member Gunn requested a copy of the revised Resolution. 33 <br /> 34 <br />Mayor Flaherty questioned when the ESP program would be complete. Interim Public Works 35 <br />Director Peterson commented the program would be implemented and completed by August once 36 <br />approved by the City Council. 37 <br /> 38 <br />MOTION/SECOND: Flaherty/Meehlhause. To Waive the Reading and Adopt Resolution 8382, 39 <br />Accepting the Financing for the ESP Program as amended. 40 <br /> 41 <br /> Ayes – 5 Nays – 0 Motion carried. 42 <br /> 43 <br />9.
