Item No: 7D
Meeting Date: July 13, 2015
Type of Business: Council Business
Administrator Review : ____
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Thomas Kinney, Chief of Police
Item Title/Subject: Resolution 8433 Approving the Purchase of One 2016
Chevrolet Impala Limited Sedan

Introduction:

The police department has $65,000 approved in the 2015 budget to purchase two
police vehicles and equipment setups. In addition, a separate item of a light bar
expense at $2300 is also in the 2015 budget. Maintaining a reliable and well kept fleet
of police vehicles is essential in providing quality policing services to the community.
The department strives to stay on a 5 year replacement cycle for marked police
vehicles and an 8 year replacement cycle for unmarked/administrative vehicles. The
current police fleet consists of:

• One 2008 Ford Crown Victoria (085) for PSO
• One 2009 Ford Crown Victoria (091) for Patrol Use
• One 2011 Ford Crown Victoria (111) for K-9 Use
• One 2011 Chev Tahoe (112) for Patrol Sergeant Use
• One 2013 Ford Interceptor Sedan (131) for Patrol Use
• Three 2014 Ford Interceptor Sedans (141, 142, 143) for Patrol Use
• One 2014 Ford SUV Interceptor (144) for Patrol Use
• Three Unmarked Chev Impalas (2006, 2007, 2014) for Admin /Investigative Use

Discussion:

On April 13, 2015, resolution 8392 was passed authorizing the purchase of a 2016 Ford
Interceptor Utility vehicle, for a total approximate cost of $36,000 along with the planned
auction of the 2009 Ford Crown Victoria. Contained in that resolution was information
on the planned future purchase of a 2016 Chev Impala unmarked sedan for
administrative/investigative use. At that time, orders were not available for this model,
but are now being accepted. This particular vehicle would replace the 2007 Impala
currently in the police fleet for use by investigations and administration. Replacing the
2007 Chev would stay in line with the 8 year replacement cycle of department vehicles.
The 2006 Impala is still in reasonably good condition and will be retained for use by the
Police Chief. The 2007 Impala would not be auctioned, but designated for other city
use. The relatively decent condition of this car will make it a viable replacement for the
2002 Impala presently in use by the housing code inspector. The 2002 Impala used by
the housing inspector is in need of replacement due to on-going maintenance needs.
