Item No: 07A <br />Meeting Date: July 27, 2015 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Desaree Crane, Assistant City Administrator <br /> <br />Item Title/Subject: Continued Public Hearing, Resolution 8434, a Resolution to Consider a <br />Residential Kennel License at 2280 Pinewood Drive <br /> <br />Background <br /> <br />On August 25, 2014, the Mounds View City Council approved Ordinance 890, which revised <br />the requirements for obtaining a kennel license by not requiring residents to present a petition, <br />but instead to have Staff send a public hearing notice to property owners or those occupying <br />the land within five hundred feet (500’) radius at least ten (10) days before the public hearing. <br />Margarita and Timothy Schaaf of 2280 Pinewood Drive submitted an application and fees for a <br />residential kennel license on June 16, 2015. Staff immediately processed the application to <br />include publishing the public hearing in the City’s official newspaper (notice published on June <br />26, 2015), and sending notices to residents within 500 feet radius of 2280 Pinewood Drive <br />more than ten (10) days prior to this public hearing. On the afternoon of Friday, June 26th, <br />Staff was notified by the owner of the property that they were unable to attend this Public <br />Hearing. At the July 13th, City Council Meeting, the City Council continued the public hearing <br />to this meeting to allow the owners to appear before the City Council. Staff notified all <br />residents within a 500 feet radius of the rescheduled public hearing, and also published the <br />rescheduled hearing notice in the City’s official newspaper. <br /> <br />Discussion <br /> <br />Margarita and Timothy Schaaf currently own four (4) dogs: French Bulldog, Japanese Chin, <br />Mini Dachshund, and an English Springer Spaniel. <br /> <br />Staff notified Margarita Schaaf about the many complaints received from surrounding <br />neighbors, and highly recommended her appearance before the City Council. Staff received <br />twelve (12) phone calls about the Schaaf’s dogs barking and howling issues. Staff strongly <br />encouraged these 12 callers to either appear before the July 27th City Council meeting or to <br />voice their concerns by email. All dogs are current on their rabies shots and have been <br />licensed (tagged). This property is also fenced. <br /> <br />Recommendation <br /> <br />Staff recommends taking public comment, and considers Resolution 8434.
