<br />Item No: 07B <br />Meeting Date: July 27, 2015 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br /> <br />Item Title/Subject: Resolution 8439 Approving a Gambling Permit for the Spring Lake <br />Park Lions for an Event Located at the Mounds View Community <br />Center on September 10, 2015 <br /> <br />Introduction: <br /> <br />The Spring Lake Park Lions is requesting to hold a one-day charitable gambling event at the <br />Mounds View Community Center on September 10, 2015. This event is to help raise funds for the <br />Emma B. Howe YMCA in Coon Rapids. <br /> <br />Discussion: <br /> <br />All supporting documentation is on file with the City and their non-profit status is on file with the <br />Minnesota State Gambling Control Board. The event on September 10th at the Mounds View <br />Community Center appears to not meet the requirements under the City’s Charitable Gambling <br />Code. In accordance with Section 518.11: <br /> <br />518.11: DESIGNATED TRADE AREA: <br /> <br />Subd. 1. Each organization licensed to conduct gambling within the City shall expend <br />at least seventy-five percent (75%) of its lawful purpose expenditures on lawful <br />purposes conducted within the City’s Trade Area. (Trade area is defined as Mounds <br />View, Blaine, Shoreview, Arden Hills, New Brighton, Fridley, and Spring Lake Park). <br /> <br />Subd. 2. This section applies only to lawful purpose expenditures of gross profits <br />derived from gambling conducted at a premises within the City’s jurisdiction. <br /> <br />The Emma B. Howe YMCA is located in Coon Rapids. Coon Rapids is not defined in the City’s <br />Code as an approved Trade Area. Spring Lake Park Lions is located in the City’s Trade Area. <br />Staff contacted the Mounds View Community Center with this concern, and inquired on how these <br />gambling funds would be used.
