Mounds View City Council June 22, 2015 <br />Regular Meeting Page 2 <br /> <br />Public Works Director Erickson provided the Council with a presentation on the City’s Storm 1 <br />Water Pollution Prevention Plan. He indicated the goals of the meeting were to inform interested 2 <br />citizens, solicit public comment and to comply with State permit requirements. He provided 3 <br />comment on the progress that was made addressing the City’s six minimum control measures. 4 <br />He then discussed the goals for the City’s storm sewer system going forward. 5 <br /> 6 <br />Mayor Flaherty understood that Silver View Pond was 38% full. He questioned how this would 7 <br />be managed in the future. Public Works Director Erickson reported that the pond would have to 8 <br />be dredged at some point to remove the sediment from the pond. He explained that this work 9 <br />was typically done in the winter months. 10 <br /> 11 <br />Council Member Mueller asked if the sediment within Silver View Pond had been rated. Public 12 <br />Works Director Erickson commented that he would have to investigate this matter further and 13 <br />would report back to the Council. 14 <br /> 15 <br />Mayor Flaherty thanked staff for the thorough report on the City’s Storm Water Pollution 16 <br />Prevention Plan. 17 <br /> 18 <br />7. COUNCIL BUSINESS 19 <br />A. 7:00 p.m. Public Hearing, Second Reading and Adoption of Ordinance 903, 20 <br />an Ordinance Amending Chapter 701 of the Mounds View Municipal Code 21 <br />to Allow for the Keeping and Raising of Chickens and/or Ducks. (ROLL 22 <br />CALL VOTE) 23 <br /> 24 <br />City Administrator Ericson stated this was the Second Reading of Ordinance 903, which would 25 <br />allow for the keeping and raising of chickens and/or ducks. He noted the First Reading of this 26 <br />Ordinance was held on June 8th. Staff reviewed the language changes that were made to the 27 <br />Ordinance per Council’s direction and recommended adoption of Ordinance 903. 28 <br /> 29 <br />Mayor Flaherty opened the public hearing at 7:28 p.m. 30 <br /> 31 <br />Mike Read, 2208 Lois Drive, asked if the birds had to be vet checked yearly. He feared that bird 32 <br />flu could impact the community. City Administrator Ericson commented that based on research 33 <br />he has conducted, that the contraction of the bird flu to humans has not happened. Mayor 34 <br />Flaherty appreciated this comment. 35 <br /> 36 <br />Bro Jones, 2500 Woodcrest Drive, questioned how many properties in Mounds View currently 37 <br />had chickens. Mayor Flaherty was uncertain how many properties had chickens as they were 38 <br />prohibited. 39 <br /> 40 <br />Mr. Jones inquired why the City was not requiring neighbor approval. City Attorney Riggs did 41 <br />not advise the City Council delegate the approval of chickens and/or ducks to residents’ adjacent 42 <br />property owners. He recommended that this matter be handled through a permitting process. 43 <br /> 44 <br />Mr. Jones reported he lived on Deb Nygaard’s block and indicated she has had her chickens 45
