Mounds View City Council July 13, 2015 <br />Regular Meeting Page 3 <br /> <br />open one day when the power went out. He commented that this could have led to the dogs 1 <br />getting out. 2 <br /> 3 <br />Mayor Flaherty asked if the labs were putting holes under the fence. Mr. Shoberg explained that 4 <br />he was working to make the fence more secure and to deter the dogs from digging. 5 <br /> 6 <br />Mayor Flaherty questioned how many visits the public services officer had made to this property. 7 <br />Assistant City Administrator Crane reported that the public services officer had visited the site on 8 <br />two separate occasions. 9 <br /> 10 <br />Mayor Flaherty encouraged the property owners to be in communication with their neighbors to 11 <br />ensure that any dog concerns were addressed right away before they become larger concerns. 12 <br /> 13 <br />Council Member Meehlhause discussed the benefits of invisible fencing. 14 <br /> 15 <br />Council Member Gunn inquired when the owners obtained the beagle. Mr. Shoberg reported that 16 <br />they rescued the beagle in February of 2015. Ms. Brittania Shoberg commented that she was 17 <br />unaware that she needed a kennel license when she rescued a third dog. 18 <br /> 19 <br />Mayor Flaherty commended the homeowners for requesting the kennel license. 20 <br /> 21 <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8435, a 22 <br />Resolution to Consider a Residential Kennel License located at 5414 Jackson Drive. 23 <br /> 24 <br />Mayor Flaherty was pleased that the City did not receive any neighbor complaints. He 25 <br />encouraged the homeowners to address the fence issue to ensure that the dogs are not escaping. 26 <br /> 27 <br /> Ayes – 4 Nays – 0 Motion carried. 28 <br /> 29 <br />D. Resolution 8433 to Purchase one 2016 Chevrolet Impala Sedan (unmarked). 30 <br /> 31 <br />Police Chief Kinney requested the Council approve the purchase of a 2016 Chevrolet Impala 32 <br />Sedan that would serve as an unmarked squad car for the Police Department. He discussed the 33 <br />other vehicle purchases the department has made this year. He was pleased with the proposed 34 <br />bid price for this vehicle and recommended approval of the vehicle. 35 <br /> 36 <br />Mayor Flaherty reported that this vehicle was included in the 2015 budget. Police Chief Kinney 37 <br />reported this was the case. 38 <br /> 39 <br />MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 8433 to 40 <br />Purchase one 2016 Chevrolet Impala Sedan (unmarked). 41 <br /> 42 <br />Council Member Meehlhause was pleased that the purchase price came in under budget. 43 <br /> 44 <br /> Ayes – 4 Nays – 0 Motion carried. 45
