Item No: 07A Meeting Date: February 9, 2015 Type of Business: CB Administrator Review: ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Desaree Crane, Assistant City Administrator Item Title/Subject: Public Hearing, Resolution 8374, a Resolution to Consider a Residential Kennel License at 7768 Woodlawn Drive Background Diana and Rachel Rolland own a home located at 7768 Woodlawn Drive. The Rolland’s currently have two (2) dogs (French Bulldog and a Husky/Sheppard Mix), and are seriously considering rescuing a third dog (French Bulldog). Before rescuing the third dog, the Rolland’s are requesting approval for a Residential Kennel License. Both of their dogs are current on their rabies shots and have been licensed (tagged). The third dog the Rolland’s are considering rescuing is current on rabies shots, and will be licensed with the City pending approval of this Residential Kennel License. This property is also fenced. Discussion On August 25, 2014, the Mounds View City Council approved Ordinance 890 (attached), which revised the requirements for obtaining a kennel license by not requiring residents to present a petition, but instead to have Staff send a public hearing notice to property owners or those occupying the land within five hundred feet (500’) radius at least ten (10) days before the public hearing. The City sent notices of this public hearing to residents within 500 feet radius of 7768 Woodlawn Drive more than ten (10) days prior to this public hearing. Recommendation Staff recommends opening the public hearing for public comment, and consider Resolution 8374. If approved, this license would be contingent on the rescued dog being licensed (tagged) with the City by the Rolland’s. In addition, if approved, this license will expire on June 30, 2015.
