Item No 8A
Meeting Date: February 9, 2015
Type of Business: Consent Agenda
Administrator Review: ____
City of Mounds View Staff Report

To: Honorable Mayor and City Council
From: Thomas Kinney, Chief of Police
Item Title/Subject: Resolution 8371 for Authorization to Approve a Contract for
Animal Impoundment Services with Brighton Veterinary
Hospital

Introduction:
The police department has utilized the services of Brighton Veterinary Hospital at 2615
Mississippi St in New Brighton for well over twenty years. The hospital is conveniently
located off of Silver Lake Road in New Brighton. Brighton Veterinary Hospital provides
boarding for stray and impounded animals and is set up to provide access twenty four
hours a day, seven days week, for members of the police department to deposit any
impounded animal. The release and fee payment is a service provided by the hospital. The
last signed contract was in place for the year 2010.

Discussion:
The police department provides animal control services for the City and is occasionally
called upon to pick up stray dogs. A need exists to house these impounded animals in a
secure and clean facility that can offer the proper veterinary care, if necessary. The hospital
will also handle the release and collection of all fees from owners who claim the animal. In
an effort to update their records, Brighton Veterinary Hospital initiated the renewal of a
contract between the City of Mounds View and the Vet Hospital. The City has been very
satisfied with the services offered by the staff at Brighton Vet. There are limited alternatives
offering the same 24 hour access for animal impoundment and no other facility as
conveniently located.

Brighton Veterinary will charge the City $375 per month less any fees collected from the
animal owner for the number of animals impounded and boarded at their facility.

Recommendation:
Staff recommends the approval of the contract with Brighton Veterinary Services at a cost
of $375 per month less any fees collected by the Hospital. The contract would be in effect
from January 1, 2015 to December 31, 2015.

Respectfully Submitted,

__________________
Thomas Kinney
Chief of Police
