Item No: 07C <br />Meeting Date: October 12, 2015 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Public Hearing: Resolution 8462, to Consider a New <br />License for Keeping of Chickens and Ducks at 5084 Long <br />Lake Road: Mark and Deborah Nygaard <br /> <br /> <br />Introduction: <br /> <br />City Council passed Ordinance 903, which amended Chapter 701 of the City Code to <br />provide for limited and controlled raising and keeping of chickens and/or ducks on <br />properties zoned R-1, Single Family Residential. Residents would be limited to no more <br />than eight (8) birds restricted to backyard areas. This Ordinance became effective on <br />August 3, 2015. <br /> <br /> <br />Background: <br /> <br />Applicants Mark and Deborah Nygaard located at 5084 Long Lake Road, submitted a <br />license application to raise and keep chickens and ducks on their property. Attached is <br />the application for the City Council’s consideration. It appears Mark and Deborah <br />Nygaard meets all the requirements under Ordinance 903. <br /> <br />In accordance with Ordinance 903, initial applications shall be considered by the City <br />Council after holding a public hearing on the matter. Renewals may be approved <br />administratively unless the City has received substantial complaints or related violations <br />have been documented during the previous year. Staff published this hearing in the <br />City’s official newspaper, Sun Focus. Public hearing notices were also mailed to <br />residents within a 350 feet radius of 5084 Long Lake Road. <br /> <br /> <br />Recommendation: <br /> <br />Staff recommends opening this public hearing for public comment. Staff recommends <br />approval of this license. This is an annual license.
