Item No. 07E1 & 2 <br />Meeting Date: October 12, 2015 <br />Type of Business: CB <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Public Works Director/City Engineer <br />Item Title/Subject: Resolution 8463, Declare Amount to be Assessed and <br />Resolution 8464 Set Assessment Hearing – Mustang Drive <br />and Mustang Circle Pavement Rehabilitation and Drainage <br />Improvements <br /> <br />Introduction <br />As part of the assessment process for Mustang Drive and Mustang Circle the Mounds View City <br />Council is asked to approve two resolutions. The first of the resolutions declares the amount to <br />be assessed and orders the preparation of an assessment roll for the benefitted property <br />owners. The second resolution sets the date of the assessment hearing. <br /> <br />Discussion <br />The City Council is being asked to hold a public hearing on October 26, 2015 regarding the <br />assessments established as part of Improvement No. 2014-C01 Mustang Drive and Mustang <br />Circle Pavement Rehabilitation and Drainage Improvements. The required 14-day notice was <br />published in the Sun Focus and mailed out to abutting property owners on October 9, 2015. <br />After the public hearing, staff will be asking the Council to adopt the assessments. <br /> <br />The actions requested are required by Minnesota Statutes Chapter 429, which specifies the <br />steps that must be taken to assess property owners for the cost of local improvements. The <br />proposed street improvements are eligible for assessment and following this process will allow <br />the benefitting property owners to be assessed for the improvements. <br /> <br />The total cost of this project is detailed below: <br /> <br />Construction - $370,029.80 <br />Design - $67,900 <br />Materials Testing - $5,237 <br />Total - $443,166.80 <br /> <br />This cost is below the estimated total cost of the project. The savings is due to the fact that the <br />contractor did not utilize the entire estimated quantity, most notably the Class II rip rap material <br />which was a savings of over $32,000. <br /> <br />Staff recommends that the City Council approve the attached resolutions. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Brian Erickson, P.E.
