Item No. 07A
Meeting Date: October 26, 2015
Type of Business: CB
City Administrator Review: ______

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Brian Erickson, P.E., Public Works Director/City Engineer
Item Title/Subject: Resolution 8472, Adopting a Special Assessment Levy for
Mustang Drive Street and Utility Improvement Project

Introduction
As part of the assessment process for Mustang Drive and Mustang Circle the Mounds View City
Council is asked to hold a public hearing regarding the proposed assessments and following
that to approve the attached resolution.

Discussion
The City Council is being asked to hold a public hearing regarding the assessments established
as part of Improvement No. 2014-C01 Mustang Drive and Mustang Circle Pavement
Rehabilitation and Drainage Improvements. The public hearing will provide an opportunity for
members of the public to comment on the proposed assessment roll. The required 14-day
notice was published in the Sun Focus and mailed out to abutting property owners on October
9, 2015. After the public hearing, staff will be asking the Council to adopt the assessments via
attached Resolution 8472.

The actions requested are required by Minnesota Statutes Chapter 429, which specifies the
steps that must be taken to assess property owners for the cost of local improvements. The
proposed street improvements are eligible for assessment and following this process will allow
the benefitting property owners to be assessed for the improvements.

The total cost of this project is detailed below:
Construction - $370,029.80
Design - $67,900
Materials Testing - $5,237
Total - $443,166.80

This cost is below the estimated total cost of the project. The savings is due to the fact that the
contractor did not utilize the entire estimated quantities on several items, most notably the Class
II rip rap material which was a savings of over $32,000.

Staff recommends that the City Council approve the attached resolution.

Respectfully Submitted,

Brian Erickson, P.E.

Attachment:
Proposed Assessment Roll
